About this file

This is a Determination to Solicit from a Single Source document for a simplified acquisition by the U.S. Department of the Interior, Bureau of Reclamation, C-PN, Team 2 Supply-Service.

The procurement seeks to purchase SEL-300G Protective Generator Relays (Part No. 300G#GWAQ/0300G30H425X16XXX) from Schweitzer Engineering Labs (SEL), located at 2350 NE Hopkins Court, Pullman, WA 99163, to replenish warehouse stock at the Grand Coulee Power Office. The relays provide primary and backup protection for industrial generators and offer 100 percent ground fault protection, excitation detection, reverse power protection, inadvertent energization detection, and advanced measuring and monitoring capabilities. The resultant purchase order will be firm fixed price with a 60-day delivery schedule ARO. The estimated value is not specified in the document.

This is justified as a brand name sole source acquisition because SEL relays are already installed throughout the Grand Coulee Power Office and only Schweitzer has access to the proprietary hardware configuration and software compatible with the established system. The system was purchased to meet North American Electric Reliability Corporation Critical Infrastructure Protection Plan (NERC CIP) requirements and was manufactured, assembled, and installed by Schweitzer. Market research confirmed that while other relay brands exist, none possess the unique characteristics and advanced features necessary for consistency and compatibility with the current system in service. Fair and reasonable pricing will be determined through competitive quotes from multiple sources for the specified brand name products. The determination was prepared by Contract Specialist Donald Richer and approved by Contracting Officer Jeri Wahl on February 9, 2026.

WBR 1413.106-1 Template 1 (11/2020)

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

1. Agency and Contracting Activity. U.S. Department of the Interior, Bureau of Reclamation, C-PN, Team 2 Supply-Service

2. Name and Address of Single Source. Schweitzer Engineering Labs (SEL), 2350 NE Hopkins Court, Pullman, WA 99163

3. Description of Supplies/Services and Estimated Cost. There is a need to purchase SEL relays to replenish warehouse stock at the Grand Coulee Power Office. These relays provide primary and backup protection for our industrial generators. This is a brand name sole source only. The resultant purchase order will be firm fixed price with a delivery schedule of 60 days ARO and an estimated value of

Part No. 300G#GWAQ (0300G30H425X16XXX)

SEL-300G Protective Generator Relay

4. Description of Circumstances, including why only one source is reasonably available.

IAW FAR 13.106-1(b)(1)(ii), specific characteristics of the SEL relays limit the availability to a brand name sole source. SEL relays are installed throughout Grand Coulee Power Office and the new relays need to be compatible with the established system. Only Schweitzer can provide the relays to the exclusion of other sources, because they are the only source with access to the proprietary hardware configuration and the software that works with our established system. The relay offers 100 percent ground fault protection, excitation detection, reverse power protection and inadvertent energization detection. This relay also offers advanced measuring and monitoring capabilities not found on other generator relays.

The SEL 300G provides highly integrated intelligence, flexibility and proven reliability for generator protection. The system in use was purchased to meet the North American Electric Reliability Corporation Critical Infrastructure Protection Plan (NERC CIP) requirements and was manufactured, assembled, and installed by Schweitzer.

5. Determination of Fair and Reasonable Price. In accordance with FAR part 13.106-

3(a)(1), fair and reasonable cost will be determined through competitive quotes received in response to a solicitation issued for the specified brand name products. It is anticipated that two or more quotes will be received.

6. Description of Market Research. Market research was performed and it was found that there were other brands of relays but none of the sources found other than SEL brand can be

WBR 1413.106-1 Template 1 (11/2020) utilized due to its unique characteristics and advanced features and that the SEL relay is already being utilized at Grand Coulee. The relays obtained from this procurement must be consistent and compatible with the current relay system in service.
