About this file
This document is a Single Source/Brand Name Justification under the Simplified Acquisition Threshold (SAT) for the urgent replacement of the engine in a Type III Firetruck (Unit 6469) for the USDA Forest Service Eldorado National Forest, Eldorado Unit.
The procurement is required due to a catastrophic engine failure during a critical fire assignment, and the service includes the installation of a remanufactured engine to return the firetruck to service as soon as possible to support ongoing fire suppression efforts. The decision to limit competition to a single source, Silver State in Sparks, NV, is based on the urgency of the repair, Silver State's proximity and capability to perform the work, and cost efficiency compared to towing the vehicle to a more distant facility. Market research confirmed the limited number of qualified vendors able to meet the technical requirements and timeline. The estimated price for the engine replacement service is $51,318.80.

Single Source/Brand Name Justification United States Department of Agriculture
FAR 13.106-1(b)(1) – Simplified Acquisitions
1. Identification of the agency and the contracting office.
Agency: USDA Forest Service Contracting Office: Eldorado National Forest, Eldorado Unit 6469 Requisition Number: 1138762
2. Description of supply or service required to meet the agency’s needs.
This procurement is for the urgent replacement of the engine in a Type III Firetruck (Unit 6469) that has become inoperable due to a catastrophic engine failure. The service required includes the installation of a remanufactured engine, ensuring that the vehicle can return to service as soon as possible to support ongoing fire suppression efforts.
3. The rationale or circumstances for limiting competition.
Unit 6469 became inoperable during a critical fire assignment in a remote area of Alturas. Given the urgency of the situation and the operational need to have the firetruck back in service quickly, the vehicle was towed to the closest facility capable of performing the necessary repairs—Silver State, located in Sparks, NV.
The decision to limit competition is based on the following considerations:
- Urgency: The firetruck is essential for fire suppression activities, and any delay in its repair directly impacts the Forest Service’s operational capabilities during fire season.
- Proximity and Capability: Silver State was the nearest facility with the necessary expertise, equipment, and capacity to perform an engine replacement on a Type III Firetruck. Other potential vendors were either too distant, which would have significantly increased towing and logistical costs, or were unable to meet the technical requirements for the repair in the required timeframe.
- Cost Efficiency: Towing the vehicle to a more distant facility would have incurred additional costs and delays, making Silver State the most cost-effective option under the circumstances.
4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.
Market research was conducted by identifying and contacting repair facilities within a reasonable towing distance from the breakdown location to minimize costs. The search revealed that:
- Riverview International in Redding, CA, was unable to accommodate the repair within the required timeframe due to capacity constraints.
- Other small businesses within the vicinity either lacked the necessary SAM registration or did not have the technical capability to perform the engine replacement on this specific firetruck model.

Given the urgency of the repair and the limited number of qualified vendors, Silver State was selected as the only viable option.
5. Estimated price, including all options, if applicable.
The estimated price for the engine replacement service, as quoted by Silver State, is $51,318.80. This estimate was obtained through detailed communications with the vendor, ensuring that all aspects of the repair, including labor, parts, and warranty, are accounted for.
Any further efforts to obtain additional estimates would result in increased overall costs due to additional towing and logistics, as well as potential delays that would exacerbate the operational impact.
6. Recommended source(s).
I recommend awarding this contract to Silver State in Sparks, NV. This vendor has demonstrated the capability to perform the required work within the necessary timeframe and has offered a comprehensive warranty that meets the Forest Service's requirements.
The information contained in this justification is accurate and complete to the best of my knowledge and belief and in accordance with Federal Acquisition Regulation 13.106-1(b)(1), I hereby determine the circumstances described above deem only one source, or limited sources, reasonably available and competition is precluded for the reasons indicated in this document.
