About this file

This is a Detailed Scope of Work document for the East Kauai Water System Maintenance contract with the State of Hawaii, involving irrigation contractor services on government lands within the drainage basins of the North Fork Wailua River and Kapaa Stream in Kawaihau, Kauai. The scope encompasses maintenance and restoration activities across two primary complexes: the North Complex and Upper Kapahi Reservoir, and the South Complex and Wailua Reservoir. Services include cutting back and herbiciding tree and shrubbery overgrowth (primarily hau vegetation) from intake ditches, ditch banks, and surrounding areas; cleaning out debris and de-silting ditches to restore pre-existing contours; removing root ingrowths; mowing slopes; and maintaining access roads throughout the system. Specific work areas include the Kapahi Intake and Lateral 9 Supply Ditch, Upper Kapahi Reservoir embankments, Lateral 8 and 8A ditches, the North Fork Diversion and Wailua Reservoir Supply Ditch, Wailua Reservoir dam slopes, the Main Transmission Line with associated siphons and flumes, and multiple lateral ditches (Laterals 1, 2, 4/5, 6, and 7) with their respective control works and diversions.

The scope of work is presented as a comprehensive list of maintenance tasks organized by location and system component, with work to be conducted as needed to address public health and safety while ensuring compliance with all regulatory requirements. The document specifies work parameters such as cutting vegetation back 5 to 20 feet from various structures and ditch banks depending on location, herbiciding multiple areas, and de-silting efforts along the total lengths of designated ditches. No specific pricing information, set-aside provisions, incumbent contractor details, funding sources, or contract term conditions are detailed in this scope of work document. The document includes location maps and reference images identifying the various system components across the two complexes.
