About this file
This document is a Statement of Salient Characteristics for a Destruction Cart procurement. The organization requires a self-contained, mobile system for complete and verifiable destruction of sensitive and classified data on storage media including hard disk drives and solid-state drives. The solution must achieve irreversible data elimination meeting NSA standards for Top Secret data while maintaining a strict, auditable chain-of-custody throughout the process. Failure to meet this critical need poses severe risks including catastrophic data breaches, failure to pass mandatory security audits, and non-compliance with government regulations, thereby compromising the organization's mission execution and security posture.
The minimum requirements specify NSA-certified data destruction capability with the ability to demagnetize magnetic media and physically destroy solid-state media. A critical requirement is an integrated verification system that automatically documents the entire destruction process, generating an unalterable certificate of destruction with photographic evidence for each item destroyed. The system must be isolated with no network connectivity such as Wi-Fi or Bluetooth to maintain integrity in secure environments. The specified components are: a Cart; TS-1XT Gauss Degausser (or equal); PD-5 NSA Listed Hard Drive Destroyer (or equal); SSD-1 Solid State Destroyer (or equal); and IRONCLAD Erasure and Destruction Verification system (or equal). Performance targets focus on achieving complete and verified data sanitization with specifications including erasure field strength and physical destruction force serving as benchmarks.

Destruction Cart Salient Characteristics
1. The organization has a critical need for a self-contained, mobile system to ensure the complete and verifiable destruction of sensitive and classified data on various storage media, including hard disk drives and solid-state drives. The primary goal is to achieve irreversible data elimination that meets the highest security standards, such as those set by the NSA for Top Secret data, while maintaining a strict, auditable chain-of-custody from start to finish. The impact of not fulfilling this need is severe, potentially leading to catastrophic data breaches, failure to pass mandatory security audits, and non-compliance with government regulations. This would fundamentally compromise the organization's mission execution and overall security posture.
Therefore, this acquisition is of paramount significance.
To meet mission requirements, any proposed solution must, at a minimum, be certified to NSA standards for data destruction. It must be capable of both degaussing magnetic media and physically destroying solid-state media. A critical requirement is an integrated verification system that automatically documents the entire process, generating an unalterable certificate of destruction—including photographic evidence of the media—for each item destroyed. This system must be isolated, with no network connectivity like Wi-Fi or Bluetooth, to ensure its integrity in secure environments.
Performance targets should focus on achieving complete and verified data sanitization, with specifications such as erasure field strength and physical destruction force serving as benchmarks to ensure the end result—verifiable data elimination—is met or exceeded.
