DIVISION 1 – GENERAL REQUIREMENTS

A. CONTRACT REQUIREMENT:

Construct and complete Bismarck–Jamestown No.1 and Bismarck–Medora 230-kV Transmission Line Spans, in accordance with the Construction Contract (Standard Form 1442); the Contract Clauses; Western’s Construction Standards, including Standard 1 – General Requirements (September 2013), Standard 2 – Sitework (September 2013), Standard 5 – Transmission Line Steel Pole Structures (September 2013), Standard 10 – Transmission Line – Electrical (September 2013), Standard 15 – Drawings (September 2013); Standard Drawings; and these Project Specifications and Drawings.

If a conflict occurs between the Project Specifications and the Construction Standards, the Project Specifications shall govern. The Project Specifications and the Drawings are used to take exceptions or provide additions to the Construction Standards. Some paragraphs in the Construction Standards will not apply to this job.

Western’s Construction Standards, Standard Drawings, and Electrical Equipment Standards are available at:

https://www.wapa.gov/DoingBusiness/SellingToWestern/Pages/what-western-buys.aspx

Western Project Specifications and Construction Standards are explained in Standard 1 – General Requirements, Section 1.1.1, “Standards and Project Specifications”.

B. DECSRIPTION OF WORK:

The principal components of work include removing and reinstalling two (2) spans of the Bismarck-Jamestown No. 1 and three (3) spans of the Ward Delivery-Belfield section of the Bismarck-Medora 230-kV Transmission Lines; removing one (1) lattice steel tower and the legs of a second lattice steel tower; cutting off 8 (8) lattice tower concrete footings; and installing two (2) Government-furnished transmission line steel pole structures.

Paragraphs "Description of Bidding Schedule Items" in Divisions 1, 2, 5, and 10 describe the work to be performed.

The work is located near Jamestown, North Dakota, Drawing JT 0016 and near Bismarck, North Dakota, Drawings BS 0019 and BS-JT 0003.

C. DESCRIPTION OF BIDDING SCHEDULE ITEM:

a. The electrical operation of the transmission lines are under the jurisdiction of Western’s Watertown Operations Office. All outage requests by the Contractor shall be subject to the approval of the Contracting Officer’s Representative (COR). Approval or denial of an individual outage request will be based on transmission system electrical loads, system operating configurations and weather conditions at the time the outage is scheduled to begin. At any time because of transmission system electrical loads, system operating configurations, weather conditions or any condition which may cause an adverse effect on the transmission system operation or reliability, Western may deny an outage request or direct the Contractor to return facilities to operating conditions and release the applicable Special Work Permit.

b. Make all outage requests in writing to the COR a minimum of 3-weeks (21-days) in advance.

c. Meeting the minimum advance notice requirement of 3-weeks does not guarantee an outage will be approved. To improve the chances of an outage being approved, all outages should be submitted with as much advance notice as practicable. Weather conditions and other system conditions such as other scheduled and nonscheduled (forced) outages must be evaluated against an outage request before approval can be granted.

CONSTRUCTION SCHEDULE RESTRICTIONS: 4.

a. The Contractor shall not work more than 12 hours per day nor more than 60 hours in one continuous period without approval from the COR.

MAXIMUM AVAILABLE FAULT CURRENT: When protective ground leads are required, the 5.

Message from the Administrator

At Western, we show our commitment to safety every day through the actions we take, the training we offer and the work conditions we provide. We expect the same commitment to safety from each of our contractors who provide products or services to Western. In performing work for Western, all contractors must make the right decisions to ensure that the work environment is as safe as possible.

Our safety program is based on four points:

Safety procedures or common sense must be applied by each

Federal and contract employee. Safety should not be set aside to meet a project schedule or for personal convenience.

Employees and contractors must believe that they have the right and the responsibility to identify and take action to reduce, if not eliminate, hazardous work environments and hazardous work practices.

Managers and supervisors must lead by example and execute their responsibility to ensure each job is accomplished in a safe and healthy way.

Safety is a personal responsibility. Each individual makes the decision on what action to take to accomplish a task.

By integrating these principles into every task we take, together we can ensure Western is a safe place to work.
