PERFORMANCE WORK STATEMENT
DESERT SOUTHWEST REGION
ARMED GUARD SECURITY SERVICES
1.0 INTRODUCTION/BACKGROUND
1.1 Introduction
The Western Area Power Administration (Western), Desert Southwest Region (DSW), requires the contractor to perform all aspects of uniformed security, asset protection, and program enforcement services. This Performance Work Statement (PWS) describes the security guard services required for DSW’s Main facility located in Phoenix, Arizona, and Mead Substation located in Boulder City, NV.
2.0 SCOPE
2.1 The Guard Services required by this PWS are listed below.
2.1.1 Phoenix Facility
• One Armed Security Guard Monday through Friday (except Federal holidays) from
6:30 AM to 4:30 PM to man the front desk and provide access control including visitor intake, inspection, badging and coordination during regular business hours. In addition, this position will sponsor, activate and reset PIN numbers for Federal and Contract Employees’ Homeland Security Presidential Directive Twelve (HSPD-12) and Personal Identity Verification (PIV) cards using DSW’s light activation equipment.
• One Armed Security Guard 24 hours per day, 7 days per week, including weekends and holidays (“24/7”) to perform roving vehicle patrols and to man the DSW guard post located at the South gate. This position will remain at the South gate from 5:30 am to 6:15 pm to perform access control to include signing in visitors, vehicle inspections and screen vendors. From 6:15 pm to 5:30 am the post will remain roving and will monitor the fence-line, respond to any security incidents, perform security checks and provide access control.

This position will monitor and control Western’s critical access logging, alarm response coordination, incident reporting and adherence to North American Electric Reliability Corporation (NERC) physical security requirements.
• One Armed Security Guard from 6:00 am to 4:00 pm M-F excluding Federal holidays to perform duties in the Security Operations Center (SOC) at DSW’s main office building in Phoenix, Az. This position will monitor and control Western’s critical access logging, alarm response coordination, incident reporting and adherence to NERC physical security requirements.
2.1.2 Mead Substation
and holidays (“24/7”) to perform access control including , monitor local cctv, visitor intake, inspection and coordination, and roving vehicle patrol. This position will be a combination of roving patrol and gate entry control and will respond to any security incidents at the Mead facility and also include signing in deliveries, vendors and visitors.
• One Armed Security Guard from M-Th 4:30 pm to 6:00 am to perform access control, monitor local cctv, and will respond to any security incidents.
• One Armed Security Guard Friday 6:00 am to Monday 6:00 am including federal holidays.
2.1.3 Post Orders
• Security officers will perform all tasks in accordance with the duties outlined in the
Post Orders, which are prepared by the Contractor in concert with the COR. The Contractor must prepare the post orders to include; the Standard Operating Procedures; Quick Reaction checklist for emergencies and all other security related duties.
3.0 RESOURCES
3.1 Government-Furnished
The Government shall provide:
• Badges, and the corresponding the OPM High Risk Background Check. If a contract employee is hired and fails the background check or a contract employee that is hired and performing but decides to leave within a year of initial hire date, Western shall deduct the cost of the OPM High Risk Background Check from the monthly invoice payment to contractor. As of the publishing date of this RFP, the cost of an OPM High Risk Background Check is $3,635.00.
• Utilities and custodial services, land line telephones, copy machines, fax machines, furniture, computer workstations, proximity access card readers, keys for the DSW facility, temporary identification badges for visitors, office supplies.
The contractor is prohibited from the use of Government telephones or any other Government furnished supplies and equipment (including computers and internet access) for other than performance of official duties under this contract. (Reference DOE Order 203.1.)
3.2 Contractor-Furnished
• The contractor shall furnish all items, including uniforms and weapons, as identified in the base contract SOW. The items listed in this section list those items as required for this task order. Two (2) Vehicles as detailed in the base contract; one (1) for Phoenix location and one (1) for Mead location. The contractor shall provide readily identifiable, reliable patrol vehicles for roving security patrols in and around the facilities for its security personnel 24/7. The contractor is solely responsible for the maintenance of the two (2) patrol vehicles.
• Following contract award, the contractor will prepare post orders and standard operating procedures for monitoring, reporting, daily tasks and activities. COR will approve the completed Post Orders
4.0 PERFORMANCE REQUIREMENTS SUMMARY
4.1 Provide professional security, protection, patrol, and access control.

Specified manpower is made available for special needs or additional requirements as coordinated and requested by OR and/or CO within stated timeframes.

Incident Reports
All breaches and incidents occurring on or around the premises are reported to the proper authorities within 5 minutes of detection.
All shift reports are completed within the first hour of the next shift

Quality Control Inspection Reports are accurate and complete in accordance with CQP.
