DIVISION 1 – GENERAL REQUIREMENTS

A. CONTRACT REQUIREMENT:

Construct and complete antenna systems for this telecommunications project, in accordance with the Construction Contract (Standard Form 1442); the Contract Clauses; Western Construction Standards, including Standard 1 - General Requirements (July 2009), Standard 2 - Sitework (July 2009), Standard 3 - Concrete (July 2009), Standard 11 – Service Building (July 2009), Standard 13

- Environmental Quality Protection (July 2009), Standard 14 - Communication Facilities (July 2009), Standard 15 Drawings (July 2009); standard drawings; and these project specifications and drawings.

If a conflict occurs between the project specifications and the construction standards, the project specifications shall govern. The project specifications and the drawings are used to take exceptions or provide additions to the standard specifications. Some paragraphs in the standard specifications will not apply to this job.

Western project specifications and standards are explained in Standard 1 - General Requirements, Section 1.1.1 “Standards and Project Specifications”.

B. DESCRIPTION OF WORK:

All of the work will be done at sites (total of Thirteen) located in: South Dakota (11), Nebraska (1), and North Dakota (1).

The principal components of work include:

(1) Install Government Furnished Equipment dishes and waveguide at ten communication sites.

(2) Remove antennas at eight communication sites.

(3) Provide tower inspections, maintenance and reporting at ten sites.

(4) Install ice bridge at two communication sites.

(5) Disassemble communication tower at one communication site (Pukwana Microwave Site), transport to and reassemble tower with new sections at another site (Orchard Repeater).

(6) Disassemble communication tower at one communications site (Moe Repeater), transport to and reassemble at another site (Elliot Substation).

(7) Provide safety climb system at two communication sites.

(8) Install safety climb system at two communication sites.

(9) Remove concrete foundations for communication building and tower at three communication sites.

(10) Remove communication building at one communication site.

(11) Transport communication building from one communication site to another.

(12) Provide concrete foundations for building, ice bridge, and tower at one communication site.

(13) Provide concrete foundations for ice bridge and tower at one communication site.

(14) Install GFE feed horns at five communications sites.

Paragraph “Description of Bidding Schedule Items” in Division - 14 describes the work to be performed.

C. DESCRIPTION OF BIDDING SCHEDULE ITEM:

1. Bidding Schedule does not contain a separate item for mobilization and preparatory work.

Include this item with each applicable Bidding Schedule item.

D. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK:

COMMENCEMENT AND COMPLETION: Begin work within 10 calendar days after date of 1.

receipt of Notice to Proceed, and complete all work in South Dakota by July 15, 2015, all work in North Dakota by October 1, 2015, and all work in Nebraska by November 1, 2015.

SUBMITTAL APPROVAL TIME: Except as otherwise provided for specific submittals, 2.

Western will require 40 calendar days for review of drawings or data submitted for approval.

OUTAGE RESTRICTIONS: In addition to the restrictions listed in the standard specifications, 3.

the following outage restrictions shall apply:

a. A minimum of 24 hours advance notice is required prior to turning off VHF systems to limit

RF exposure to workers when working in close proximity to the antenna.

b. A minimum of 30 days advance notice is required prior to beginning work at Orchard Repeater.

c. Snake Butte building cannot be moved until equipment is re-located to new communication building.

d. A minimum of 24 hrs. advance notice is required prior to turning off any microwave site for antenna replacement or feed horn upgrades. Only one microwave path shall be off-line at any given time.

e. Western’s UGP environmental personnel shall be notified 3 weeks minimum before performing work at Pukwana Repeater Site.

f. A 2 week minimum notice shall be given to the COR prior to working on any site and no new dish installations shall occur during Friday, Saturday, and Sunday.

CONSTRUCTION SCHEDULE RESTRICTIONS: Work may be performed at more than one 4.

site at a time upon approval by the COR. At no time will the contractor be allowed on site without a site owner representative present unless otherwise approved by the COR.

1. POINTS OF DELIVERY: All government-furnished material for the Orchard Repeater Site in

Nebraska will be stored at the Armour Maintenance Facility. The Armour Maintenance Facility is located at 39303 285th Street, Armour, SD, 57313. The contractor shall be responsible for loading the Government-furnished material from this site, delivering to the work sites, and unloading. Temporary storage sites shall be provided by the contractor.

The government-furnished material for the South Dakota sites will be stored at the Huron Warehouse. The Huron Warehouse is located at 110 Iowa NE, Huron, SD, 57350. The contractor shall be responsible for loading the Government-furnished material for these sites, delivering to the work site, and unloading. Temporary storage sites shall be provided by the contractor.

The government-furnished material for the North Dakota site will be stored at the Bismarck Warehouse. The Bismarck Warehouse is located at 707 N Bismarck Expressway, Bismarck, ND 58501. The contractor shall be responsible for loading the Government-furnished material for these sites, delivering to the work site, and unloading. Temporary storage sites shall be provided by the contractor.

G. RIGHTS-OF-WAY:

GENERAL: Orient construction methods and equipment to utilize Government-furnished 1.

rights-of way or obtain additional temporary access without additional cost to Western. Any additional temporary access acquired by the contractor shall have prior COR approval. During the contract period, Western reserves the right to use contractor-obtained access.

ACCESS EASEMENTS: Western has acquired access easements from existing public roads 2.

to the communication sites.

H. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:

Electric power up to a maximum of approximately 2.4 kVA for construction purposes will be available without cost. Source of supply is located in the receptacles throughout the Site. The Contractor may furnish power for his operations by other means. Power made available by Western will be delivered as single-phase, 60 Hz, AC, at approximately 120-240 V. Negotiate with the COR for establishing electric power service.

Moe, Orchard, Pukwana, and Colman Repeater sites, the contractor will be required to make arrangements and provide all electric power for construction purposes. Provide necessary transmission lines, distribution circuits, transformers, and other electrical equipment including circuit breakers for distributing the power to the places of use. At contract completion, remove temporary electrical equipment and distribution lines.

I. WATER FOR CONSTRUCTION PURPOSES:

Contractor shall furnish water for construction purposes. Make arrangements for obtaining the water, and provide for conveying the water to the points of use.

J. EXPLOSIVES AND BLASTING:

Explosives shall not be used.

K. SUBMITTALS:

GENERAL: The Contractor shall furnish submittals via email as specified in the Construction 1.

Standards and this Project Specification. Submittals via email shall be in standard PDF or Electronic CAD “*.dwg” (AutoCAD 2010) formats. All submittals shall include the Western specification number, Western project title, and Bidding Schedule Contract Line Item Number (CLIN) and applicable division number. Multiple CLINs on a single submittal are not permitted.

A cover transmittal letter in Microsoft Word or PDF format shall be included with each email.

APPROVAL TIME: Approval time for submittals shall be in accordance with the 2.

“Commencement, Prosecution, and Completion of Work” paragraph.

DIVISION 2 - SITEWORK

A. DESCRIPTION OF BIDDING SCHEDULE ITEMS:

1. Bidding Schedule item “PUKWANA MICROWAVE SITE” includes the following:

a. Remove and relocate tower after disassembly, completely remove existing tower foundations 4’ below grade and dispose, completely remove and dispose of building foundation, and waveguide foundations.

b. Removals of existing gravel surfacing.

c. Site restoration.

d. Removals of existing fence.

e. Disposal of all materials removed.

2. Bidding Schedule item “COLMAN REPEATER” includes the following:

a. Completely remove existing tower foundations 4’ below grade and dispose, completely remove and dispose of building foundation, and waveguide foundations, completely remove tower anchor 4’ below grade at (3) locations.

d. Providing a soil-applied herbicide where gravel surfacing is placed.

3. Bidding Schedule item “MOE MICROWAVE SITE” includes the following:

a. Remove existing tower foundations 4’ below grade and dispose, completely remove and dispose of building foundation and waveguide foundations.

Bidding Schedule item “ORCHARD REPEATER” includes the following: 4.

As listed in Division I, Contractor shall provide Western COR with at least 30 days advance notice prior to beginning demolition at Orchard Repeater Site.

Western forces will remove the existing building and tower from this site prior to contract work beginning. They will leave grounding wires at ground level for future use. They will remove the electrical service from the old building to the local utility’s meter socket. Finally, Western forces will remove a portion of the fence surrounding the old building.

The removal (and disposal) of the concrete foundation for the building will be the contractor’s responsibility. The building foundation contains a narrow strip of asbestos cement mastic - an asbestos adhesive - around the perimeter. The asbestos cement mastic was originally used as a seal under the building flange. The mastic now poses a health risk if it becomes pulverized and airborne.

The contractor will be responsible for the following site work:

a. Completely remove and dispose of concrete tower base foundation.

b. Cut three guy anchors off at no less than 4’ below grade.

c. Remove the concrete building foundation by first wetting the strip of asbestos cement with a wetting agent and by performing minimal saw-cutting. Hot, windy weather may cause the mastic to dry out quickly. Keep the asbestos cement wet during demolition and loading.

d. Provide Western with Certificate of Disposal from the Nebraska landfill accepting the concrete-asbestos mixture.

e. Provide Western with photographic documentation of the asbestos removal. Take color photographs of the foundation site before, during, and after removal.

f. Relocate building from concrete foundations at Snake Butte Microwave Site, South Dakota leaving foundations. Transport building to Orchard, Nebraska (OR 0015).

g. Transport and dispose of concrete-asbestos mixture at a regulated landfill in Nebraska that accepts this type of hazardous waste.

h. Provide concrete foundation(s) for relocated tower from Pukwana Repeater.

i. Provide new 14’ x 22’ concrete foundation and anchor bolts for relocated building from Snake Butte Repeater.

j. Provide new ice bridge support foundations.

k. Provide new ground ring at tower.

l. Remove 3 barbed wire guy anchor fences (stock guards).

m. Remove and dispose of existing barbed wire fence around building and tower site.

n. Provide approximately 320 linear feet of 5-wire barbed fence around building and tower site. Dimensions of fenced area are 60’ x 100’.

o. Provide tubular pedestrian gate and 10’ steel tubular vehicle gate.

p. Provide 3/8” safety cable system

q. Site restoration.

r. Providing a soil-applied herbicide where gravel surfacing is placed.

s. Disposal of all materials removed.

Bidding Schedule item “ELLIOT SUBSTATION” includes the following: 5.

The contractor will be responsible for the following site work:

a. Provide new ice bridge support foundations.

b. Provide concrete foundation(s) for relocated tower from Moe Microwave Site, South Dakota.

c. Provide new ground ring at tower.

d. Remove, relocate and Install relocated tower from Moe Microwave Site, South Dakota, new hardware shall be used in place of all removed hardware during reassembly as shown on the drawings. Remove base section legs and climb ladder from SST2086BS, use the base section legs to replace legs on sectionSST2087. Dispose of legs and ladder from SST2087 and bracing from section SST2086BS. Remove work platform from mid-level of SST2091 and make fit on top horizontal of SST2090

e. Provide safety cable system.

f. Site restoration.

g. Providing a soil-applied herbicide where gravel surfacing is placed.

h. Disposal of all materials removed.

Bidding Schedule item “CLARK REPEATER” includes the following: 6.

a. Install Government Furnished equipment.

b. Provide material and equipment not furnished by the government to complete installation.

Seeding includes providing material, preparing areas to be seeded, spreading commercial fertilizer, sowing and maintaining grass seed, and protecting seeded areas. Seeding includes the following:

a. Disturbed areas, except those to receive gravel surfacing as directed by the COR.

b. Seed: Use regionally native plant seed.

Perform seeding during the period March 1 to June 1 or August 1 to October 1, except during unfavorable weather conditions or when soil conditions are not suitable as determined by the COR.

c. Fertilizer: Commercial type as recommended by a local supplier with 50 percent of the elements derived from organic sources and compliant with state laws.

Apply fertilizer prior to seeding at a rate recommended by the local supplier for the region.

Mix thoroughly into upper 3 inches of topsoil.

d. Application: Seed specified herein shall be sown uniformly on areas specified by mechanical or hand broadcasting. Immediately after broadcasting seed, properly cover with soil to a depth not to exceed one-half inch by means of a hand rake, float, or other acceptable implements. Covering broadcast with a log chain will not be permitted.

e. Mulching: Apply mulch to seeded areas and crimp into soil within 24 hours after seeding.

Apply uniformly at a rate of 2000 pounds per acre, or 0.5 pound per square yard.

DIVISION 3 – CONCRETE

A. GENERAL:

Material: 1.

a. Cement: Type II cement. Where severe alkali conditions exist, use Type V cement.

Otherwise use Type IIA cement. Types are according to ASTM C 150.

b. Compressive Strength: 4000 psi at 28 days for substation concrete. The compressive strength may be different for microwave and transmission line structures, if they are included in substation work.

c. Water-Cement Ratio: Net water-cement ratio, exclusive of water absorbed by the aggregates, shall not exceed 0.45 by weight. Use 0.45 for NESC heavy or medium loading areas. Use 0.52 for NESC light loading areas.

d. Type A and D water-reducing and retarding admixtures may be used if approved by the COR. Delete if field office does not allow water-reducing admixtures.

C. GROUNDING SYSTEM:

1. GROUNDING SYSTEM, GENERAL: Complete grounding of ice bridge supports and tower at the site as indicated on the drawings. Connect supports and towers to the ground cable risers as per the standards.

a. All grounding at Orchard Repeater site shall be provided by the contractor per Drawing OR 7100.

b. All grounding at Elliot Substation site shall be provided by the contractor per Drawing ELI

1500 and ELI 7012.

D. ANTENNA SYSTEM:

GENERAL: Western will furnish antennas, side struts, waveguide, ground kits, pressure 1.

window, 3 foot flex connector, connectors, waveguide port boots, and other associated hardware, as specified in the "Government-furnished material" paragraph of the "General Requirements" Division. The contractor shall provide any associated hardware not listed but required for installation.

Pressurization systems shall be connected to existing pressurized waveguide with connections to existing pressurization equipment being disconnected. The installation shall meet the requirements of Rural Utilities Services Bulletin 1751F-810 "Electrical Protection of Digital and Lightwave Telecommunications Equipment." Of particular interest is Appendix B "Protection for Antenna Installations." Western Communication Facilities Grounding Standards will prevail where conflict occurs.

a. WARRANTY: The installed antenna system shall be warranted free from manufacturer defect for a period of no less than three years. If a defect is discovered on any equipment within the warranty period, it may be returned to the manufacturer for free repair or replacement.

ANTENNAS AND MOUNTS: 2.

a. GENERAL: The Contractor shall install antennas and mounts in accordance with the manufacturer's instructions. For 8’ and 10’ dishes, an outer strut shall be added as well as a bottom strut on 10’ dishes.

b. MOUNTING ANTENNAS AND PIPE MOUNTS: Mount antennas and antenna pipe mounts at the height above ground, and orient in azimuth as specified in Table 14-1. Pipe mounts shall be installed so that the specified elevations of the antennas are in the center of the adjusting range of the pipe mount.

c. ANTENNA SYSTEM REMOVAL AT SOUTH DAKOTA SITES: For antenna systems that are being removed in South Dakota, all waveguide ladders, antenna pipes, and pipe mounts shall be left in place. The components to be removed include antennas, side struts, waveguide/coaxial cable, clips, hangers, grounding systems, and other associated hardware. All materials removed become the property of the contractor and shall be disposed of off Western’s right-of-way.

COMMUNICATION TRANSMISSION LINES: 3.

a. WAVEGUIDE: The Contractor shall install waveguide and other required material from the antennas to the interior of the building, including connectors on both ends of the waveguide. Install Government-furnished waveguide hoisting grips at the top of all initial waveguide vertical runs. Project waveguide into the building as directed by the COR.

Install Government-furnished waveguide boots on the interior and exterior waveguide entry panels. For 6 GHz and 7GHz waveguide and connectors, return loss shall match manufacturers’ assemblies specifications of a maximum of 1.15 VSWR (23.1 dB) on waveguide up to 300 feet in length.

b. HARDWARE AND INSTALLATION: All communication transmission line and associated hardware shall be installed per manufacturer’s instructions and applicable industry standards

(1) WAVEGUIDE FLANGES: The contractor shall install the Government-furnished waveguide flanges per manufacturer’s instructions and applicable industry standards. Install the same style of flange (rectangular) on both the antenna and radio ends of waveguide.

(2) COMMUNICATION TRANSMISSION LINE HANGERS: The contractor shall install the Government-furnished waveguide hangers per manufacturer’s instructions and applicable industry standards. Waveguide hangers shall be installed every 3’ on all towers except where existing hangers may be installed at 4’ intervals.

(3) COMMUNICATION TRANSMISSION LINE GROUNDING KITS: The contractor shall install the Government-furnished transmission line grounding kits per manufacturer’s instructions and applicable industry standards. Install grounds at the antenna, base of waveguide ladder, and building entry as per the standard for 6 GHz and 7 GHz elliptical waveguide.

E. SAFETY CLIMB SYSTEM:

SAFETY CLIMB SYSTEM, GENERAL: Provide a safety climb system for the sites Orchard 1.

Repeater and Elliot Substation. Each system shall consist of the following components.

a. Top Bracket: Provide galvanized top bracket, DBI SALA Model No. KC3PL280/6116280 or approved equal.

b. Cable: Provide 3/8” diameter, solid core, galvanized steel Lad-Saf cable, Model No.

KC36151 or approved equal. Length of cable for each tower shall be determined using the appropriate tower drawing.

c. Bottom Bracket: Provide galvanized bracket, DBI SALA Model No. KC3PL90/6100090 or approved equal.

d. Fall Arrest Devices: Provide three fall arrest devices per tower, DBI SALA Model No.

6116507 or approved equal. All devices shall be turned over to COR on-site

e. Intermediate Cable Guide: Provide galvanized intermediate cable guide, DBI SALA Model No. KC3PL330/6100400 or approved equal, at intervals as recommended by manufacturer.

F. TOWER INSPECTION AND MAINTENANCE:

1. GENERAL: There will be no Government-furnished material associated with this section of the specifications. The contractor shall perform complete tower inspection and maintenance as per the standards for all sites indicated:
