CASPER GATE/KIMBALL ROAD SITE VISIT

MISCELLANEOUS FACILITY CONSTRUCTION IDIQ

DE-SOL-0006324

01/16/2014

The site visit was conducted on January 16th, 2014 at 9:00 A.M in Casper WY and 2:00 PM in Kimball NE.

Introductions were made, attendance was taken and site visit rules were explained to the contractors.

The rules were that there were to be no side-bar conversations and that the group was required to stay together at all times. Questions were to be asked so that everyone could hear and the response to those questions would be given to the group. The site visit documentation would be sent to all contractors after the site visit. Contractors were also reminded that proposals are due February 6th, 2014, 1:00 PM.

The contracting Officer emphasized the importance of following Section L WES-L-1000 “Proposal Preparation Instructions” Page 59 of the solicitation when preparing proposals to submit to the Government. Failure to submit a required document will result in a contractor not being evaluated for award.

The Project Manager went over the basics of both projects and emphasized the importance of contractors reviewing the Western’s Construction Standards and Standard Drawings (incorporated by reference into the Solicitation/Contract), prior to submitting a proposal. The Construction Standards and Standard Drawings are incorporated in Solicitation Attachment A, Section 4.2, Attachment A-1, Division 1, and Attachment A-2, Division 1. The Construction Standards and Standard Drawings are available at http://www.wapa.gov/business/buys.htm.

Below are questions referring to proposal submissions.

1. Would WAPA consider allowing projects performed in the last 5 years to be considered recent for Past Performance?

a. The Government will consider only projects performed in the last 3 years from the issuance date of the RFP. The RFP states in Provision WES-L-0000 “Offerors (including joint-venture teaming partner) shall provide a list of references for all contracts (commercial, government, state) performed in the past three (3) years from issuance date of this RFP, similar or greater in scope, complexity and magnitude to the facility construction/maintenance/repair projects that may be required under this contract, not to exceed 10 total references.”

2. Please provide the expected cost magnitude for projects under this contract and/or the minimum dollar amount that a submitted project must be over in order to be considered relevant. For example, would a project with a value of $100,000 or more be considered relevant?

a. See FAR 52.216-19 in Section I of the solicitation. Task orders can range from $2,000 to $1 million.

3. Can the offeror submit a previously completed NAVFAC/USACE PPQ Form (PPQ-0) in lieu of the

Attachment G questionnaire form provided in the RFP? The PPQ-0 form is attached for reference. Can these be submitted with the proposal since they are previous documents signed by the POC?

a. The completed Attachment G questionnaire must be submitted by the Reference.

4. Can CCASS/CPAR evaluations (PPIRS) be submitted in lieu of completed past performance questionnaires if they are available? Many of our clients will not complete a questionnaire if a CCASS evaluation has already been completed. Can these be submitted with the proposal?

a. No, the Government will pull necessary CCAS/CPAR evaluations. If one of your references won’t submit the questionnaire but has completed a CCASS/CPAR evaluation, note that in your list of references.

5. Where is Section B, Schedule of Supplies/Services and Prices/Costs to be completed and included within Tab B, Price Proposal, of Volume 1, Offer and Price Proposal? Is page 3 of the proposal (the CLIN Schedule) to be completed as part of Tab B, Price Proposal (Section B)?

a. Page 3 of the solicitation is Section B. Place the totals for the two projects and an overall total in the spaces provided. In addition, provide a breakout of the prices for both projects in accordance with the provision WES-L-1000 Proposal Preparation Instructions.

6. RFP states: “Proposals should not be bound (wire, thermal, coil, etc.) Folders, staples, and/or binder clips are preferred. “Can three ring notebooks be used, as they most easily will hold tabs and proposal materials?

a. Yes, three ring binders would be acceptable, but folders, staples and/or binder clips are preferred.

Below are the questions that were asked with answers that refer to the gate project at Casper.

1. Is it required to replace the conduit to the gate?

a. Bid as if you are replacing all conduit and wiring with new. Be aware that there will be cutting and patchback of both asphalt and concrete to accomplish this task.

2. Where is the location in the building to show the tie in?

a. Revised Drawing CSC 3008 Rev C. is provided as an attachment to this document showing the location of the tie in and the approximate location of the current conduit and dimensions.

3. The specifications call for ½ in. to ¾ in. base material for the area from Poison Spider Road to the gate. Will 1 in. road base be acceptable?

a. Western will require the gradation requirement listed in the specifications

4. What does the “new asphalt” on drawing 0012 refer to?

a. Drawing 0012 is showing the overall layout of the facility and has been provided as a reference page. The “new Asphalt shown on that page was installed in 1983. Refer to drawing 3008 for the area that needs new asphalt.

5. What are the hours that can be worked?

a. Standard work hours are preferred. The contractor shall establish his own schedule.

6. Is this project tax exempt?

a. Yes.

7. Division 1.b.iii. States detection loop on exit side of gate and Division 11.B.1.a states one new detector Coil. Plans call for 2 new detector loops. Please clarify?

a. 2 - New loop detectors will be required, one on each side of the gate, one for entrance and one for exit as shown on drawing CSC 3008 Rev. C.

8. In regard to security what will the contractor be responsible for?

a. While the contractor is working on-site, a Western Representative will manage access to the facility if the gate is in manual operation or non-operable mode. If the gate is working then normal access routines will be followed. After hours the gate and any open areas in the fence need to be locked and secured by the contractor.

9. What is the Completion date for the gate project?

a. The gate project has a completion of 120 days from the issuance of the notice to proceed.

10. Is the reference to drawing 2008C on page 9 correct?

a. That is a typo, it should reference drawing 3008C.

11. Are the breakers in the control panel required to be replaced?

a. The breakers will only need to be replaced if the new gate requires more amperage than the current gate.

12. Is there an IGE for this project and will it be provided?

a. Because this is not a sealed bid the IGE will not be released. There is a range of magnitude listed in the solicitation cover letter.

13. Is there a place on site for us to store our equipment?

a. Yes, there will be an area designated for you. It will be determined with the Contracting Officer’s Representative after award.

14. Could a site visit be arranged to view the Panels and how and where the conduits enter the building?

a. A second site visit will not be authorized. The information needed to address the electrical questions is provided in the solicitation drawings. Drawing CSC 3061 Rev. B.

shows that the existing gate operates off of a 20 amp breaker. The gate specified in the specifications and drawings also operates off of a 20 amp breaker. The only reason to change the breaker capacity is if the contractor proposes a gate installation that requires different breaker amperage. The location of the panel is shown on Drawing

CSC 3064-1.

15. Could you please supply a drawing showing the locations of the panels and conduits for the electrical and controls for the gate?

a. Two drawings have been revised to accommodate this request. Please see the attached

CSC 3008 Rev B. and CSC 3008 Rev. C.

16. Will the new curb and gutter be installed before our work is to done?

a. We do expect the new curb and gutter along Poison Spider to be installed prior to the commencement of this project. However, since the Wyoming Department of Transportation (WYDOT) is in control of that schedule we have no control over when that curb and gutter is installed.

17. In regards to the Casper, WY WAPA Gate and Paving project, is the total area for paving the patch-back for the curb and gutter, the detection loop, and whatever asphalt gets torn up from removal of the fence, or is there additional asphalt paving?

a. Drawing CSC 3008 Rev. C, the detail on the right hand side, indicates that there is an area that requires new asphalt pavement. This is essentially the entire area from the road to the new gate within the confines of the approach fencing and Poison Spider Road. This area will have the existing asphalt along with the base material removed and replaced. The patchback areas are: 1) Over the internal detector loop after it is installed; 2) Around the fencing if necessary on the inside of the yard; 3) Over the power and communications cables/ conduits for the gate where they will have to be installed from the building to the new gate operator.

Furthermore, the location of the connection to the existing building for the communication and power for the gate is in a location that will require concrete patch-back as well. The location information for this is provided on the revised CSC 3008C provided as an attachment to this document. The Contractor should anticipate a 6-inch concrete slab and sidewalk that will need to be cut to install new conduit and then repaired with similar depth once the new conduit is in place. The concrete patch shall include 6-inches of concrete, 6-inches of base material and shall be doweled into the existing concrete on each side at 18-inch intervals. Dowels shall be #4 dowels that will extend into the existing concrete a minimum of 12-inches on each side of the trench and the dowels shall extend completely across the trench either by installing a single bar that spans the trench and extends into the concrete on each side a distance of 12-inches or by splicing two bars together within the trench area. If splices are used, the splice shall be the full width of the trench if less than 12-inches wide or a minimum of 12-inches if the trench is more than 12-inches wide. Dowels into the existing concrete shall be epoxied in place. Please see the revised CSC 3008 Rev. C.

18. The specifications show 22’ of fence to be removed from each side but replaced with 32’ on each side and I am not sure how that works. Is the new gate 10’ farther back than the original gate?

a. Yes, the new gate is farther back than the existing gate.

Below are the questions that were asked with answers that refer to the road project at Kimball.

1. Do you have a gradation for the Rip-rap required?

a. See table below:

2. Length or width of water crossings?

a. Use 30 cubic yards for 4-12 rock per crossing, and Use 10 cubic yards for smaller rock per crossing.

3. With all the excess material in the plans can we leave it and scarify the top and build on that?

a. The existing material will remain in place. It is the intent that the existing surface be scarified and the new material be compacted into that scarified surface.

4. Water crossings are shown on the plans. What is our responsibility in regards to those?

a. The water crossings are a required part of this project. The contractor is responsible for their installation. You will be required to match the existing grade on both sides of the roadway; there will be no new engineering.

5. What is the start date on the road project?

a. The anticipated award date of the contract is March 1st. We would like the road project to start as soon as possible after the award of the contract.

6. What are the hours for the road project?

a. Normal working hours are preferred. The contractor is responsible to establish his own schedule.

7. Is there a staging area?

a. Yes, there will be an area designated for you. It will be determined with the COR after award.

8. Are there any environment concerns with the road?

a. Environmental concerns are reflected in the specifications.

9. Do we need to keep the gates closed on the road dirt road?

a. Yes.

10. Are you looking for 6” of compacted or loose Gravel? The 2368cy of gravel surfacing shown on

Sheet 2045 would be an un-compacted quantity?

a. The gravel is to be 6-inches compacted in place. The 2,368 CY of gravel shown on drawing KB 2045 is the length of the road times a 12 foot width, times a 6 inch depth.

11. Is the government supplying center line stakes?

a. Surveying is the responsibility of the Contractor.

12. Do you want ditches on the side of the road?

a. No.

13. What kind of Base gravel?

a. The Specifications for the gravel material are included within the Solicitation. Please refer to those to answer this question. The gradation requirements for the material required to construct the low water crossings are included as part of this document.

14. Where can we find water?

a. As stated in the specifications, water is not available at the site and is not provided by Western. It is the responsibility of the Contractor to provide water for construction purposes.
