Question and Answers

Q1. With respect to Attachment 4a –is the detailed buildup still required given that GSA approved and reviewed the buildup?

A1. Yes. Breakdowns of the GSA fully-burdened labor rates are requested in order to evaluate the reasonableness of any discounted fully-burdened rates. The detailed breakdown will allow DOE to evaluate price reasonableness with respect to any discounts being offered. The solicitation encourages

Bidders to offer discounts for all labor categories proposed

Q2. Page 57 / 108 indicates “Rates for Federal Hires (May 1989) and invokes FAR 52.222-42. However, only one position of the 4 listed, Administrative Clerk II, is included in the positions requested in

Attachments 4a, 4b, and 4c. Does DOE require the other positions? If so, will Attachments 4a-4c be updated or will page 57 be revised to only include the Administrative Assistant II?

A2. DOE currently requires the positions listed in Attachment L-4(c) Labor Categories Crosswalk and also referenced in Attachment L-4 (a) and (b). The referenced FAR 52.222-42 Statement of Equivalent

Rates for Federal Hires clause lists position classifications in the Service Contract Act of 1965 wage determination that could likely be used to self-perform the covered work if that were to occur.

Q3. On Attachments 4a-c, the Administrative Clerk II is listed 3 times: 1) Admin Assistant II; 2) Admin.

Assistant (for DUF6); and 3) Admin. Assistant (Records Management). Page 72 provides the qualification requirements. Is there a difference in the qualifications required for the various versions of the Administrative Assistant II so that we can ensure we price them appropriately? Or is the different titles provided for DOE’s estimating and level of effort by scope element only?

A3. The qualification requirements for all three Administrative Assistant II positions listed in Attachment

L-4(c) are the same.

Q4. DOE has invoked the Service Contract Act via Attachments J6-J8. However, none of the positions in the scope (pages 72-75) are included in the SCA. Please provide specific definition as to what positions noted on pages 72-75 are covered by the SCA.

A4. All positions listed in the Section J-6 – J-8 Service Contract Act Wage Determinations are covered by the Service Contract Act of 1965. Currently, DOE only has a need for one position classification listed and covered under the referenced wage determinations.

Q5. Page 92, Evaluation Criteria 2 – Past Performance states:

The past performance information shall be submitted as described below:

• For a single Bidder, the bidder shall provide information on three (3) contracts.

• For the Bidder’s major or critical subcontractor(s), the bidder shall submit information on two (2) contracts.

Please clarify if the bidder is to include 2 projects for each major or critical subcontractor or alterantively if 2 projects total are required for the aggregate of the major or critical subcontractors (irrespective of how many major subcontractors are on the team).

A5. Each major or critical subcontract, as defined by L.17 (c), shall submit two (2) contracts as past performance reference information.

Q6. Page 92, Evaluation Criteria 2 – Past Performance states that the Attachment L-2 is limited to 3 pages. However, Attachment L-2 indicates 4 pages. Please clarify if it is 3 or 4 pages.

A6. Page 92, Evaluation Criterion 2 – Past Performance states “....3 additional pages”, i.e. 4 pages per reference contract/project including the Past Performance & Relevant Experience Reference Information

Form.
