Questions and Answers
Q1. Does the prime contractor need to have BOTH 874-1 and 874-2 SINs or EITHER the 874-1 or 874-2
SIN?
A1. The Contractor should have either Schedule Item Number 874-1 or 874-2.
Q2. Can a new supplier submit proposal(s) for GSA Schedule consideration even though the company is not currently on the required GSA Schedules?
A2. The Contractor must have the GSA contract Schedule Item Number (SIN) 874-1 or 874-2 at the time of proposal submittal.
Q3. Is DE-SOL-0004937, Portsmouth/Paducah Project Office DUF6 Engineering and Operations
Technical Support, a new procurement or a follow-on to previous work? If it is a re-compete, could you please provide the incumbent name, contract number, contract award dollar amount, and period of performance dates?
A3. The scope under this solicitation is currently being performed. The existing contract will be available via this posting website by December 21, 2012.
Q4. Could DOE provide the incumbent vendor and the corresponding contract\order number?
A4. See response to Question #3.
Q5. Is DE-SOL-0004937 a presolicitation or a request for quote. FedBiz Opps.gov has it listed as a presolicitation and it looks like fedconnect has it as an RFP.
A5. DE-SOL-0004937 is a Request for Quote (RFQ), not a pre-solicitation. The reference to
"presolicitation" in FedBizOpps.gov is caused by a limited feature within the website.
Q6. If CTA arrangements are not permitted, are all team members to be regarded as subcontractors and will they need to operate within the rate structure of the prime contractor?
A6. Subcontractors will be required to operate within the rate structure of the prime contractor.
Q7. Attachment 4-A, "GSA Fully Burdened Rates", seems inconsistent with the RFQ's use of GSA
MOBIS schedule rates which have already been approved by GSA. Agree with the use of the GSA
MOBIS schedule and attachments 4-B and 4-C, but the requirement related to 4-A should be removed.
A7. Attachment 4-A is required for the crosswalk of the GSA labor categories with the RFQ identified minimum qualification labor categories. See RFQ Section L.21 Number 4.
Q8. Would DOE consider including additional GSA Schedule options for this procurement, e.g., Schedules 871 and 70?
A8. A determination was made in selecting the appropriate GSA Schedule, i.e., MOBIS after considering several GSA Schedules against the RFQ requirements, including a consultation with the GSA.
