About this file

This is a Request for Qualifications (RFQ) issued by the Cleveland Municipal School District (CMSD) in Cuyahoga County, Ohio, for the selection of Architect/Engineer firms to provide design professional services for various facility improvement projects funded by a recently approved bond issue. The District seeks to shortlist design professionals capable of handling multiple project types including HVAC upgrades with air conditioning additions, roof repairs and replacements, building envelope improvements, structural renovations and additions, new school construction, and site improvements such as parking, sidewalks, and playgrounds. Projects are anticipated to range from $50,000 to $20 million in total cost, with individual project budgets and timelines varying based on facility needs and funding availability. The response deadline is November 18, 2025. Applicants must submit four paper copies and two electronic copies of the Statement of Qualifications (Form F110-330) directly to Hollie Dellisanti at the specified Cleveland address. The anticipated schedule indicates primary professional services beginning December 2025, with secondary services commencing March 2026 and construction completion targeted for December 2029.

The estimated Designer fee ranges from 6 to 7 percent of project costs and includes all professional design services, consultant services, cost estimates, and design schedules. Projects will be delivered using methods permitted by Ohio Revised Code, including Multiple Prime Contractors (Design, Bid, Build), General Contracting, Construction Manager Agent, Construction Manager at Risk, or Design-Build approaches. Prevailing wage is not required. For projects under $5 million, designers must provide minimum 5 hours of weekly on-site construction administration per school; projects of $5 million and above require minimum 10 hours weekly. Participation in the District's Community Inclusion Program is mandatory, with firms required to identify Disadvantaged Business Enterprise (DBE) certified firms participating in service delivery. Selection criteria emphasize firm location and workload (maximum 10 points), primary firm qualifications including project management and design leadership (maximum 30 points), key consultant qualifications (maximum 20 points), overall team qualifications and collaboration experience (maximum 10 points), and overall team experience with similar projects and budget/schedule management (maximum 30 points). The primary designer must be a registered architect, landscape architect, or professional engineer licensed in Ohio.

Project Overview The electorate recently approved a bond issue for facility improvements. The District is currently engaged in a dynamic facility evaluation process to determine the long-range roll of its buildings in the education of students. At the end of that evaluation process, the District will implement that plan and make improvements to those buildings the community and the Board of Education determine will be long term assets. To make those improvements, the District needs to retain design professionals. This RFQ will be used to shortlist design professionals for various projects funded by the recent bond issue. The design delivery methods will be as permitted by the Ohio Revised Code and the needs of the project and will be either:

Multiple Prime Contractors (Design, Bid, Build)
General Contracting
Construction Manager Agent
Construction Manager at Risk or
Design Build

· Roof repair, refurbishment, and replacements and other improvements to building envelopes.

· Repair, renovation, refurbishment, structural improvements and/or additions to existing schools.

· New construction of a school or other district facility.

· Parking, sidewalk, playground, ball field improvements and other improvements to District property.

· Generally, design will be consistent with the Ohio School Design Manual (though for demonstrated reasons the District may deviate from the OSDM).

Participation in the District's Community Inclusion Program is required by the Agreement (a copy of that program is included as if fully re-written herein).

It is anticipated that the parties will agree to a scope definition document and then proceed to Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration and Post-Construction. Larger projects will follow the Program of Requirements, Schematic Documents, Design Development and then Construction Documents with estimating at each stage of Design. Refer to the Ohio School Design Manual for additional information about the type and extent of services required for each phase. The District will use a short form contract for smaller projects and a modified OFCC from for larger projects.
