About this file
This is a Designated Representatives, Key Personnel, and Sub-Consultants form for the City of Pasadena's Design-Build Services for a Hydrogen Fueling Station project. The form is a template document designed to capture organizational information from design-build proposers responding to the RFP. The document requires consultants to identify their designated representative, list key personnel with titles, responsibilities, and time commitments, and disclose all sub-consultants including their discipline, firm name and address, primary contacts, and time commitment percentages. A mandatory pre-proposal meeting is scheduled for April 23, 2026, at 10:00 AM, with written questions due by May 22, 2026, at 2:00 PM. Technical and price proposals must be submitted by June 8, 2026, at 2:00 PM through the City's eProcurement Portal, with six bound copies and one unbound original delivered to the Department of Public Works within three business days of electronic submission. The design phase is estimated to commence in July 2026 for six months, with construction beginning in February 2027 and lasting approximately 20 months, targeting substantial completion by September 2028 and full commissioning by December 2028.
The hydrogen fueling station project is estimated at $16,000,000 and is funded in part by the California Energy Commission's Clean Transportation Program, EnergIIZe, and the California State Transportation Agency's Transit and Intercity Rail Capital Program (TIRCP), which require compliance with federal regulations under 2 CFR 200. Proposers must hold an active California Contractors State License Board license (Class A or Class B), maintain a minimum Experience Modification Rate of 1.25 or less, demonstrate at least five years in business, complete at least three prevailing wage public contracts in California and three similar projects valued at more than $8 million each within seven years, and provide proof of adequate bonding capacity. The evaluation process employs a best-value selection methodology, awarding points for experience and references (20), organization and key personnel qualifications (20), proposed approach and methodology (30), financial strength and stability (5), safety record (5), local Pasadena business preference (5), small or micro-business certification (5), price proposal (10), and interview scores (up to 50). While no mandatory set-asides for disadvantaged enterprises are imposed, proposers must disclose all subcontractors whose work exceeds 0.5% of the total base bid or $10,000, along with any Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) certifications.
