About this file
This is a Federal Required Certification document mandated by the City of Pasadena for a Design-Build Services contract involving the design, construction, operation, and maintenance of a hydrogen fueling station to support the city's fuel cell electric bus fleet. The certification pertains to lobbying restrictions and compliance requirements established under 44 C.F.R. Part 18 and 31 U.S.C. Section 1352. The Design-Builder selected through best-value competitive selection must sign and submit this certification as a prerequisite for contract award, confirming that no federal appropriated funds have been or will be paid to influence federal officials, members of Congress, or congressional employees in connection with this federally funded project.
The certification requires contractors to disclose any non-federal funds used for lobbying purposes by submitting Standard Form-LLL and to include identical certification language in all subaward documents at all tiers. Contractors must certify the truthfulness and accuracy of all statements and understand that false certifications are subject to civil penalties ranging from $10,000 to $100,000 per violation, with additional liability under 31 U.S.C. Chapter 38 for false claims and statements. The contract is partially funded by the California Energy Commission's Clean Transportation Program and EnergIIZe initiative, making federal compliance requirements applicable to all proposers and subcontractors involved in this hydrogen fueling station project.
