About this file
This is a hydrogen fueling agreement document prepared by the City of Pasadena, California, detailing general conditions, exhibits, and appendices for design-build-operate-maintain (DBOM) services. The City seeks a qualified Design-Builder to design, construct, operate, and maintain a stand-alone hydrogen fueling station located at 159 South Kinneloa Avenue that will utilize delivered liquid hydrogen as the primary storage medium to support the City's planned fleet of fuel cell electric buses. The facility will include an 18,000-gallon gross capacity LH2 storage tank, two LH2 product pumps, two GH2 dispensers rated for H35 (350 bar) fills, vaporizers, chillers, storage vessels, a fixed LH2 offload pump, site improvements including paving and landscaping, masonry fencing with automated gates, a fueling canopy, utility building with restrooms, backup generator with diesel tank, bus-parking canopy, and surveillance cameras. The mandatory pre-proposal meeting is scheduled for April 23, 2026, at 10:00 AM, with questions due by May 22, 2026, at 2:00 PM, and proposals due June 8, 2026, at 2:00 PM. The design phase will commence in July 2026 for six months, construction will begin in February 2027 and last approximately 20 months, with substantial completion required by September 2028 and full commissioning by December 2028.
The estimated design-build scope of work is $16,000,000, with proposals evaluated on a best-value basis using a ratio method for pricing combined with experience, qualifications, proposed approach, financial strength, safety record, and interview scores. Design-Builders must hold an active California Contractors State License Board license in Class A or Class B, demonstrate a minimum of five years in business, complete at least three prevailing wage public contracts in California and three similar projects valued at more than $8 million each within seven years, maintain an Experience Modification Rate of 1.25 or less, and possess adequate bonding capacity. The procurement does not impose mandatory set-asides for disadvantaged enterprises but provides preference scoring for small and micro-business certifications and local Pasadena business status. The project is funded in part by the California Energy Commission's Clean Transportation Program, EnergIIZe, and the California State Transportation Agency's Transit and Intercity Rail Capital Program (TIRCP), which impose federal compliance requirements including adherence to 2 CFR 200. Proposals are limited to 75 total pages for technical components and must be submitted via the City's eProcurement Portal with six bound copies plus one unbound original delivered within three business days of electronic submission.
