About this file

Summary

This is a Request for Qualification Statements (RQS26-0319) issued by the City of Orlando Procurement and Contracts Division for Design Services for Accessory Dwelling Units (ADUs). The City seeks qualification statements from design firms registered in Florida to provide professional architectural designs for ADUs to be featured on the City of Orlando website as part of an incentive program to encourage ADU construction within allowable zoning districts. Respondents must submit between one and five proposed ADU designs meeting specific requirements, including at least one design of 500 square feet or less, at least one design with ADA-accessible construction capability, and no design exceeding 1,000 square feet. All designs must comply with City Code Section 58.501 and designated architectural styles including Classical Revival, Colonial Revival, Florida Vernacular, Mediterranean Revival, Minimal Traditional, Florida Ranch, Craftsman, Midcentury Modern, or other industry-accepted guidebook styles. A non-mandatory pre-proposal conference was held May 26, 2026, with questions due June 8, 2026, and qualification statements due July 23, 2026, at 2:00 p.m. local time. Selected designs will be pre-approved as master files in the City Permitting Office to streamline the permitting process and will be featured on the City website, with interested property owners able to contact firms directly to license and construct the designs under a bilateral agreement. The City tentatively anticipates re-opening or renewing the solicitation every two years but reserves the right to modify this schedule.

Respondents must be business organizations licensed in Florida as architects or engineers under Section 471.023 of the Florida Statutes with the ability to sign and seal submitted plans. The submission process involves multiple phases: initial submission of design packages with sketches, elevations, and floor plans; a revision period following City staff review; acceptance and schematic plan submission; final submission including mechanical, electrical, plumbing, and structural trades; and creation of master files with the City Permitting Office. Respondents must submit a sample contract for property owners, establish flat rates for signed and sealed plans for at least two years from selection, and provide a contact person from the design firm for coordination with City staff and future licensees. No direct City contract is awarded; instead, selected firms are listed as available resources for private property owners to engage directly. The evaluation process involves an Advisory Committee assessing respondent qualifications on a pass/fail basis in Phase 1, followed by design evaluation in Phase 2, with unanimous approval of respondent criteria required before design submissions are considered. Respondents must also submit evidence of financial and insurance status, a Human Trafficking Affidavit, a Foreign Country of Concern Attestation, W-9 form, and proof of insurance with their qualification statements.

3.2. Accessory Dwelling Units Design Guidelines and Requirements

Accessory Dwelling Units Design and Appearance Review Goals

• Feature innovative ways to reduce initial building costs and future maintenance costs.

• Provide a long-lasting, durable and leak-free exterior building envelope

• Provide higher interior air quality

• Reduce long term operating costs

• Provide a design that is compatible with the existing primary structure and neighborhood.

• Must comply with City Code 58.501

• Must meet the minimum requirements of the Florida Building Code

• Accessory Dwelling Units [ADUs] must be designed to appear to be part of a one-family dwelling unit. An ADU structure must have the same exterior finish as the principal structure on the same building site and must emulate the architectural style and details of the principal structure in its design. Examples of similar architectural details include, but are not limited to, windows, doors, roof style, cornice detailing, vents, gables, and dormers.

• An Appearance Review is required prior to approval of building permits. As an alternative to emulating the architecture and finish materials of the principal structure, an alternative design may be approved by the Appearance Review Official (in consultation with the Planning Official) when evidence is provided that demonstrates the architecture of the ADU complements the primary structure and will not be out of character with the surrounding neighborhood. [Sec.

58.501]

The following additional design details should also be considered when emulating the principal structure:

1. Architectural banding, trim, or cornice detail

2. Window trim, the number of mullions or muntins, or shutters

3. Window size and placement

4. A covered entryway or front porch design

5. Building projections and recesses

6. Decorative roofline elements such as brackets or exposed rafter tails

7. Façade articulation such as bay windows or dormers

8. Exterior color and material

9. One and two-story units

10. Other generally accepted architectural elements, as determined appropriate by the Appearance Review Officer

3.3. Compatibility

The Appearance Review Official will consider the following factors when evaluating the compatibility of ADU’s with the principal structure and the surrounding neighborhood:

1. Logic of overall design

2. Compliance with the traditional city standards and requirements for residential development in Section 62.600, of the Land Development Code [LDC].

3. Compatibility with adjacent land uses

4. Features of existing development and neighborhood form

3.4. Sec. 58.501. Design Standards for Accessory Dwelling Units.

Accessory dwelling units shall conform to all of the general requirements for accessory uses set forth in Part 5 of Chapter 58, the zoning district and use regulations set forth in Figures 1-2, and the following requirements:

A. Location and Number.

1. In the O-1 and O-2 zoning districts, only one accessory dwelling unit is permitted on any single family residential building site or an on-site office site, providing it meets the minimum development standards for area shown in the table below.

2. In the R-2A zoning district, a maximum of two units (a duplex or tandem development) are allowed per Building Site. Accessory Dwelling Units are prohibited on any building site in the R-2A zoning district where there is an existing duplex or tandem dwelling, or in connection with any new duplex or tandem dwelling development.

3. In the R-2B zoning district, multifamily development (to include ADUs) is permitted if in compliance with Part 3H of Chapter 58.

4. Conversion to tandem dwelling. On any building site in an R-2A or R-2B district, any new accessory dwelling over 500 sq. ft. and built in connection with a one family dwelling must conform to the standards for tandem dwellings in Part 3C of this Chapter. An existing or new accessory dwelling unit may not be split into a separate lot for purposes of creating a tandem dwelling unless the tandem dwelling standards are met.

5. Development Standards for ADUs. The following are the development standards for all ADUs.

F. Impact fees. See Chapter 56.
