About this file
This is an Addendum #1 Revision to a Request for Statement of Qualifications (RSQ 26-018) issued by the City of Fort Myers on behalf of LARC, Inc., a nonprofit organization providing services to individuals with intellectual and developmental disabilities in Lee County and northern Collier County, Florida. The City solicits qualified architectural and engineering firms to provide design and construction documents for the expansion and improvements of LARC, Inc.'s Main Campus at 2570 Hanson Street, Fort Myers, Florida 33901. The scope of work encompasses four primary components: expansion of the Adult Day Training Program (ADAPT) facility by 7,000 to 8,000 square feet designed to hurricane shelter standards with backup generator capability; design of a new 6-bedroom, 4-bathroom residential R-4 group home compliant with Agency for Persons with Disabilities requirements, measuring 3,500 to 4,000 square feet with impact-resistant construction and backup generator; addition of a generator to Building B's Commercial Culinary Kitchen; and beautification and accessibility improvements including a sensory garden, reflection pond with pergola, hurricane-resistant pavilion, new sidewalks and concrete areas, covered seating and transportation zones, bocce ball court, and horseshoe pit. A non-mandatory pre-submittal meeting is scheduled for January 16, 2026, at 3:30 p.m. at the project site or via Microsoft Teams. Written questions must be submitted by January 26, 2026, at 4:00 p.m. through the OpenGov Portal. Electronic proposals are due February 9, 2026, at 2:00 p.m. through the City's OpenGov e-Procurement Portal. The selection committee meeting is scheduled for February 23, 2026, at 2:00 p.m., with potential presentations on March 10, 2026, at 9:00 a.m., if requested by the committee. The project milestone schedule specifies delivery of schematic design documents within three months of contract execution, design development documents at six months, 30 percent contract documents at eight months, 50 percent contract documents at eleven months, 100 percent contract documents at fifteen months, and completion of permitting by eighteen months post-award.
Pricing and compensation terms are to be negotiated following selection and approval by City Council and LARC, Inc., with invoices to be paid within forty-five calendar days of receipt of acceptable documentation. The project is funded in whole or in part by Community Development Block Grant-Disaster Recovery (CDBG-DR) funds from the U.S. Department of Housing and Urban Development, requiring compliance with federal provisions including Section 3 workforce requirements mandating that twenty-five percent of total project hours be performed by Section 3-eligible workers and five percent by targeted Section 3 workers for contracts exceeding $200,000, Davis-Bacon Act prevailing wage standards, and comprehensive non-discrimination and civil rights provisions. Qualified consultants must demonstrate a minimum of three consecutive years of operation under their current company name, maintain current Florida professional licensure and all required state, federal, county, and municipal licenses, and provide evidence of financial capacity to complete the project. Required certifications and documentation include active SAM.gov registration, E-Verify compliance affidavits, debarment and suspension certifications, Byrd Anti-Lobbying certifications, human trafficking attestations, scrutinized companies certifications, proof of workers' compensation and general liability insurance with minimum limits of $1,000,000, current W-9 forms, and Sunbiz documentation showing three consecutive years of annual report filings. Evaluation criteria are weighted 45 percent for approach to project design and scope of services and 55 percent for experience of the firm and qualifications of assigned personnel, with particular preference given to government agency work experience and demonstrated project management capability.
