About this file

This is a Design Build Project Advertisement issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design & Construction Division, for the Department of Natural Resources (DNR). The project requests a Design Build Entity (DBE) to provide design and construction services for solar array installations across five locations: DNR Cadillac Customer Service Center, DNR Traverse City Customer Service Center, DNR Gaylord (both Repair Center and Customer Service Center), and DNR Escanaba. The scope includes feasibility studies, placement analysis, design, and construction of new solar arrays with targeted annual energy generation of 110% (32 kW) at Cadillac, 20 kW at Traverse City, 32 kW and 16 kW at Gaylord, and 31 kW at Escanaba. Services required include topography surveys, ground penetrating radar for utility location, push-pull testing, soil borings, structural analysis for roof-mounted installations, and submission of 50% and 90% design review drawings for owner approval. A mandatory pre-proposal meeting is scheduled for 9:00 AM on Thursday, May 15, 2025, via Microsoft Teams, requiring RSVP by 2:00 PM on May 14, 2025. Bids are due Wednesday, May 28, 2025, at 2:00 PM Eastern time, with State Ad Board contract approval anticipated June 23, 2025, and construction commencing in August 2025, with substantial completion targeted for January 3, 2026.

Bid security of 5% is required for submission through the SIGMA VSS online system, with a maximum of two attachments (each under 25 MB) permitted. The contract will be a single award covering all four primary sites, with the Traverse City site designated as a deduct alternate. The DBE must maintain State Project Registration (SPR) and comply with all prevailing wage requirements. All design and construction work must adhere to state and local codes, including SESC and EGLE regulations, with sealed plans submitted to LARA for plan review and permits. The project includes requirements for twice-monthly progress meetings during construction, underground electrical connections for ground-mounted locations, and coordination with local utility companies for interconnection. Questions must be submitted by email to Sheryl Ananich at ananichs@michigan.gov no later than 2:00 PM Eastern on Thursday, May 22, 2025. Project documentation and bid results are available through the SIGMA procurement system at https://sigma.michigan.gov/webapp/PRDVSS2X1/AltSelfService.
