About this file

This document is a request for proposal for a multiple award task order contract for California road and bridge construction. The contract will have a one-year base period and two two-year option periods for task orders ranging from $500,000 to $5,000,000 each. A minimum guarantee of $10,000 will apply and the total contract value will not exceed $60 million shared across awardees.

Offerors must propose pricing for the initial task orders for replacement of the Alder Creek Bridge and Powderhorn Bridge over Bear Creek, which were damaged in wildfires. The purpose of the indefinite delivery/indefinite quantity contract is to provide rapid response road construction services in California, including activities such as earthwork, structures, bridges, drainage, and surfacing. The predominant work locations will be in the state of California and projects may involve environmentally sensitive areas. Award will be made without discussions whenever possible.

THIS IS A REQUEST FOR PROPOSAL. PLANS AND SPECIFICATIONS ARE CURRENTLY AVAILABLE. THIS

PROJECT WILL BE ADVERTISED ON A SMALL BUSINESS SET ASIDE BASIS. THIS IS VOLUME III OF THE

CALIFORNIA ROAD & BRIDGE CONSTRUCTION MATOC.

PROJECT NUMBER: CA ERFO FS SEQUI 2021‐02(2)

PROJECT NAME: POWDERHORN BRIDGE OVER BEAR CREEK

PROJECT DESCRIPTION: This project is located in the Sequoia National Forest in southeastern California.

The terrain is rolling and mountainous with elevations ranging up to 5600 ft.

The existing bridge (Structure 051353000001018) on Route 23S64, approximately 30 miles east from

Placerville, CA, was constructed in 1966, as reported in the inspection report. Prior to fire damage, the bridge was a one lane, two‐way traffic single span structure with no skew. It had an overall bridge length of 50 feet, roadway width (curb to curb) of 14.0 ft, and deck width (outside to outside) of 15.0 ft.

The purpose of the project is to replace the Powderhorn Bridge over Bear Creek within Sequoia National

Forest on FS route 23S64 in Tulare County, California. The bridge was completely damaged by the Windy fire late in the summer of 2021 and is proposed to be fully replaced with a prefabricated steel bridge.

The Central Federal Lands Highway Division (CFLHD) of the Federal Highway Administration anticipates awarding a Multiple Award Task Order Contract (MATOC) for California Road & Bridge Construction.

Please see the links to the other Volumes within this post on SAM.gov for additional information and requirements of this MATOC.

MATOC contracts will be for a 1‐year base and two 2‐year option periods. Individual projects will be issued as Task Orders. The Government anticipates individual Task Orders ranging from $500,000 to

$5,000,000. Each minimum guarantee will be for $10,000 and the maximum value of the MATOC will not exceed $60,000,000 shared capacity.

Offerors must submit a price for the first two (2) Task Orders, Alder Creek Bridge (Volume II) and Powderhorn Bridge over Bear Creek (Volume III), which are being issued simultaneously with this MATOC Request for Proposal. The Government intends to award Alder Creek Bridge and Powderhorn Bridge over Bear Creek Task Orders to the successful MATOC Offeror with the lowest individual Task Order price. For the MATOC (Technical Proposal) RFP and Task Order‐RFP's, whenever possible, award will be made without discussions.

The purpose of this Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple‐Award Task Order Contract

(MATOC) is to provide rapid response road construction for work in the state of California. Projects will primarily involve improvements to low‐volume and low‐speed roadways ranging from 3R (resurfacing, restoration, and rehabilitation) to full reconstruction. Projects may include, but are not limited to the following: earthwork, soil stabilization, structures, bridges, walls, drainage, surfacing, culverts, and parking lots. Projects may be located in environmentally sensitive areas that necessitate context‐ sensitive construction techniques and processes.

It is anticipated that the average construction task order under the MATOC will be below $5,000,000.

The predominant geographic area is the state of California.
