About this file
This is a Request for Bid (RFB) document issued by the Cuyahoga County Board of Elections (CCBOE) in Ohio for Vote by Mail Application Printing and Mailing Services for the November 2026 General Election (RFB Event #7165). The CCBOE seeks a qualified vendor to print, assemble, and mail Vote-by-Mail (VBM) packets on an as-needed basis between September 4, 2026, and October 27, 2026, with a possible extension through December 31, 2026, if an unexpected election occurs. The project involves processing and mailing applications each time daily file quantities reach a minimum threshold of 500 requests. The CCBOE estimates 15,000 to 20,000 applications for the November 3, 2026, General Election, with the quantity potentially adjustable by mutual agreement. The vendor must be located within 50 miles of the CCBOE to facilitate delivery of pre-printed materials. No specific response or award dates are provided in the document.
Vendor pricing must be submitted on a daily rate basis across nine quantity tiers ranging from 500-749 applications per day through 2,500 or more applications per day, with each daily rate inclusive of all printing, assembly, and mailing costs. Invoicing is based on actual quantities printed and mailed rather than estimated quantities, and days without data files received are not billable, meaning total project payments may differ from the estimated bid amount. The CCBOE will provide variable data files containing names, addresses, voter identification numbers, and precinct information, along with pre-printed #9 return envelopes and #10 outgoing envelopes. Monthly invoices must be submitted via email to boefiscalservices@cuyahogacounty.gov with an accompanying supplemental invoice form provided by the CCBOE. The CCBOE reserves the right to terminate the agreement at any time if unsatisfied with services.
