DESAC V Questions and Answers

Question Answer Will the government accept hand delivered proposals? If so, what is the protocol for hand delivering the proposal?

No printed proposals are required.

In Section - 3.3 Task 3 – The RFP states “In the event the government is responsible for a delay in the delivery of scheduled training, due to work station malfunction, the government shall bear the financial responsibility for said training and related expenses (i.e. travel expenses). This shall not apply in the event of user illness or other user unanticipated personal emergencies or “Force majeure”.

In the event of a user illness or other user unanticipated personal emergency or “Force majeure” the contractor shall attempt to reassign the trainer to an alternate customer with training at minimal cost to the government.

The reassignment must be approved by the COR prior to the change.”

A. Is our understanding correct that in the event of the user’s illness or other personal emergencies or force majeure the contractor will assume financial responsibility for any costs if reassignment is not possible?

In the event of the user’s illness or other personal emergencies or force majeure the contractor will NOT assume financial responsibility for any costs if reassignment is not possible.

After Section 3.3.3 – Schedule of Deliverables – Page 20 Section 3.1 Task 1 – Provide Assistive Technology states that Training for hardware deliverable is due “Within thirty (30) calendar days after installation, in the same table on page 22 Task 3.3 - Training - Training Delivery for hardware the deliverable states “Within thirty

(30) calendar days ARO” A. Could you please clarify which state is accurate is

Within thirty (30) calendar days after installation is correct.

ARO statement is incorrect.

training required within 30 days of installation or after receipt of order?

. In Section I. Structure of Proposals – Under Subsection

1. – Hard Copy of Proposal on Page 25 The RRP states “Each Offeror must submit one complete hard copy of their proposal, with applicable Signatures,” A. Please clarify what is a “completed solicitation with applicable signature”? Are you providing an SF30 or will a cover letter be sufficient for submittal?

No printed proposals are required.

A cover letter will be sufficiaent.

Reference page 26 – “The Offeror’s technical proposal shall be a separate and distinct document from the executed solicitation and price proposal” AND Page 30, section (3): “In additional to providing one completed hard copy of the proposal, offerors shall provide one (1) electronic copy of their technical proposal and one (1) electronic copy of their price proposal. These copies shall be structured in accordance with the criteria set forth above and shall not contain copies of the completed solicitation, representations, or certifications. The technical proposal shall be formatted in Microsoft Word and Microsoft Excel 2010 and the price proposal shall be formatted in either Microsoft Word 2010. The electronic copy shall be submitted on a CD or DVD”

a. What electronic format shall the offeror use for the Executed Solicitation? Would the Government clarify the electronic format desired for the Executed Solicitation?

The technical proposal shall be formatted in microsoft word and microsoft excel 2010.

There are no technically compliant monitors for CLIN 57, the Double Sight LCD Color monitor. This monitor has been discontinued and no other monitors can meet these specifications. The offeror recommends that the specifications for this CLIN are changed from 5ms to 6ms. Technically compliant monitors would then meet the specifications. Would the Government please clarify and change this requirement?

Agency in agreement to change the spec to 6ms. See below for change.

57. Double Sight LCD Color Monitor – Brand Name or Equivalent

i. 6 millisecond or faster display response time.

CLINS 35 AND 36 (item b for both CLINS) – “Boom microphone featuring noise cancellation.”

a. Question: The Hatis Dual Director headset has been discontinued by the Manufacturer. Would the government change this specification to read “Boom or in-line microphone.”

Agency in agreement to change the spec to read boom OR in-line microphone. See below for changes.

35. Headphone for use with behind the ear T-coil headsets (Hatis Single Director) - Brand Name or Equivalent

b. Boom or in-line microphone featuring noise cancellation.

36. Headphone for use with behind the ear T-coil headsets (Hatis Dual

. CLINS 4 AND 5 – “keyboard that is two thirds the size of a standard QWERTY keyboard”

a. Question: Both Datalux keyboards for CLINs 4 and 5 have been discontinued. The offeror requests that the Government modify the specification to read “13 inches wide or less”

Agency in agreement to change 2/3 tech spec on both to read 13 inches or less. See changes below.

4. Datalux 2/3 Size Keyboard with Built-In Touchpad – Brand Name or Equivalent

In the Section on Maintenance – Warranty Services Section 3.2.16, the requirements after day 366 states that the contractor shall then begin to provide the additional period of warranty service in accordance with the terms of the manufacturer/supplier standard warranty, does this mean that the return to service objectives identified in Section 3.2.1.2 are not required after day 366 and the contractor must only provide support in line with the manufacturer/supplier standard commercial warranty terms? If the OEM warranty is longer than 365 days does that mean that the contractor is absolved from meeting the return to service requirements of Section 3.2.1.2?

The return to service objectives identified in Section 3.2.1.2 required.

The contractor is not absolved from meeting the section requirements of 3.2.1.2.

In the Section the price proposal in Hardware Maintenance pricing staring on page 29 the current guidance is provided “Note: The offeror shall propose this CLIN on a Time and Material basis.” AND then in the Travel section it is stated “Travel will be reimbursed for Installation and Training only.” Our question is, if Hardware Maintenance is to be proposed on a Time and

Hardware maintenance paid on monthly basis - remove “Note”.

On-site maintenance is option and be performed by telephone.

Reference Section 3.2.1.2 Contractor service representatives may attempt to resolve AT hardware problems by means of performing onsite support at an IRS location or alternatively providing telephone technical support. Telephone technical support, after first attempting to resolve the problem, can be conducted with the assistance of an MITS Desktop Support Technician and/or IRAP Program Office technician.

Material basis, how will the offeror recoup the costs for travel of Hardware Maintenance technicians? Offeror suggests that the RFP is amended to “Travel will be reimbursed for Hardware Maintenance, Installation and Training only” or to delete “Note: The offeror shall propose this CLIN on a Time and Material basis.”

In the same section as above it states that “Hardware maintenance shall be proposed on a yearly basis in 12 month increments.” However, the last sentence of this paragraph states “Note: The offeror shall propose this client on a time and materials basis.” Based on the formula provided this appears to be a per unit monthly amount and not time and materials, could you please clarify how we should price this item?

Hardware maintenance paid on monthly basis - remove “Note”.

Can hardware maintenance be billed annually and treated like software maintenance which is paid up front?

Hardware maintenance is billed on monthly basis for the previous month. The pricing should look like chart identified on page 8 of this document.

We see that the requirements are laden with program management, however we do not see an item number where it can be properly priced. Was this an oversight not having a pricing line for Program Management?

No program management.
