About this file

This Performance Work Statement (PWS) details the requirements for a Blanket Purchase Agreement (BPA) for range rental usage by the Directorate Emergency Services (DES) at Carlisle Barracks. The primary objective is to provide a firing range for semi-annual weapons qualifications for Police and Security Guard personnel, including new hires, in the 1st and 3rd quarters of the fiscal year. The range must be within a 20-mile radius and 30-minute travel time of Carlisle Barracks, be at least 50 meters long, allow shotguns and rifles, and accommodate low-visibility training environments.

The PWS specifies detailed qualification requirements for service pistols, shotguns, and patrol rifles, including various shooting scenarios at different distances and positions. Personnel must achieve specific scoring thresholds across multiple drill types, including standard daylight qualifications and low-visibility scenarios using handheld and weapon-mounted flashlights. The performance period begins with the BPA award and is renewable for four option years, with normal operating hours between 8:00 AM and 4:30 PM, Sunday through Tuesday and Thursday through Saturday, excluding federal holidays and government-directed facility closings.
