About this file
This is a Geotechnical Report prepared for the City of Clearwater, Florida, in support of the Baycare Ball Park Berm Wall Repair project (Contract 26-0002-PR). The project requires structural stabilization of the existing outfield berm wall through installation of soil nail shotcrete walls spanning the entire berm height, topped with a concrete curb positioned one foot above the existing soil line, with soil nails placed at uniform spacing throughout. The scope of work includes partial berm removal, concrete repairs, formwork installation, reinforcing steel placement, curing, and finishing in accordance with ACI standards. Construction must be completed within 90 consecutive calendar days commencing immediately after the completion of Phillies Spring Training 2026, with work limited to Monday through Friday, 7:30 a.m. to 5:30 p.m. unless additional hours receive approval. Prospective bidders must be pre-qualified by the City at least two weeks prior to bid opening and attend a mandatory pre-bid meeting to address project conditions, staging, scheduling, and an updated events schedule. Competitive sealed bids are due February 25, 2026.
The geotechnical report provides technical foundation for design and construction specifications. Bids must include bid security equal to ten percent of the maximum bid price in the form of a certified check or proposal bond. The successful bidder must execute an AIA A104 (2017) Abbreviated Form of Agreement and furnish a 100% performance and payment bond if the contract exceeds $150,000, indicating the anticipated contract value falls within or above this threshold. The contractor assumes responsibility for obtaining all construction permits and licenses, with the City waiving building permit fees, and must comply with all federal, state, and local laws including trench safety, erosion control, and OSHA standards. Progress payments will be made monthly based on AIA G702/G703 forms, less five percent retainage, within thirty days of application approval. The contractor must provide a two-year guarantee from final acceptance and submit as-built drawings in both hard copy and electronic formats prior to receiving final payment.
