1.0 Background

The Department of Homeland Security (DHS), Science, and Technology Directorate (S&T) contracted directly with the Massachusetts Institute of Technology (MIT), Lincoln Laboratory (LL) to develop and test new sensors in support of Customs and Border Protection (CBP) for the Swanton Sector. One of these sensors is referred to as Derringer Tower, located at the Highgate Springs port of entry (POE). This sensor system consists of a Marine Radar and Camera Suite at the top of a 120-foot tower designed to monitor traffic on Missiquoi Bay, Vermont. Salient SCRGT performed the integration of the Camera Suite, Marine Radar, and Command and Control (C2) Facility.

This system was transferred from the DHS S&T to CBP on April 25, 2018. Salient CRGT has been the prime contractor for maintenance and maintaining the Authority to Operate (ATO). The Derringer Tower provides data to the Swanton C2 system via a DHS S&T server and is not connected to any CBP network.

Maintenance is to transition from Salient CRGT to CBP Office of Information and Technology (OIT).

2.0 Maintenance Coordination

The Contractor must coordinate periodic, emergency, hardware, and software maintenance through the FAA Logistics Center (FAALC) Contracting Officer’s Representative (COR). The COR will coordinate facility visitation with CBP and the Contractor, as needed. The contractor should have Law Enforcement (LE) background investigation, clearance, and access to OneNet.

The OIT representative will contact the COR to coordinate a site visit for emergency maintenance. The OIT representative, FAA technician, and Contractor representative will coordinate a teleconference within 24 hours to discuss the symptoms of the problem. The FAA technician will notify the COR that telephone assistance is being rendered in support of the Derringer Tower Maintenance Contract.

The OIT representative, FAA technician, and Contractor representative will determine if any maintenance can be performed by the OIT representative to resolve the problem. If telephone support is not sufficient and Tier 2 support is required, the OIT representative, FAA technician, and Contractor will coordinate a facility visit within 48 hours of the initial trouble call. Tier 2 support will require Contractor to travel to the facility to repair.

The OIT representative and FAALC will assist the Contractor personnel in resolving the problem. If the problem is not resolved within one week, time does not including waiting for spares, Tier 3 personnel will be contacted for assistance by the Contractor. Tier 3 support is personal video player (PVP) Advanced EO Systems Inc. for the Remote Video Surveillance System (RVSS) unit, Accipiter Radar Corporation for the Marine Radar, and the In Service Engineering Activity (ISEA) organization for Information Technology (IT) and software support. The contractor will provide an estimate for commercial Tier 3 support to the contracting officer (CO) for review and approval. Government Tier 3 support will be coordinated through the FAALC and reimbursed through standing agreement with the CBP Program Management Office Directorate (PMOD).

3.0 Periodic Maintenance

Periodic maintenance must be included in the ILSS system as Priority 2 or Priority 3. Contractor must provide a quarterly maintenance schedule describing the tasks and time required for each task. The schedule must be provided to the COR by the first Thursday of each quarter in an electronic format.

Contractor must provide hourly rates and travel costs for each quarterly maintenance visit.

4.0 Emergency Maintenance

Contractor must provide an hourly rate for telephone assistance for the Derringer Tower emergency maintenance. FAALC will contract for 100 hours of telephone assistance annually. Additional hours of telephone assistance will require a contract modification.

FAALC/CBP P a g e | 2 For Official Use Only (FOUO)

Contractor must provide an hourly rate for on-site assistance for the Derringer Tower emergency maintenance. FAALC will contract for 100 hours of on-site assistance annually. Additional hours of on-site assistance will require a contract modification. The contractor will budget for two emergency trips requiring two technicians on site per visit. Each visit will be five working days in duration.

5.0 Optional Item: Software Maintenance

Contractor must remediate, test, and install the following identified software faults, reference Salient CRGT “Derringer Tower System Automated Scene Understanding (ASU) Troubleshooting and Remediation Recommendations” (Attachment provided). Only one software fix will be executed at a time. Option(s) for software maintenance must be exercised by the Contracting Officer. Not all software fixes may be executed within the lifetime of this contract.

5.1 Camera Control – Entirely Nonresponsive

Create a job or process that checks the number of open connections between BorderMagic and the NightHawk Pan/Tilt/Zoom (PTZ). If the open connections count grows too high, it will restart BorderMagic. This is a work around to modifying the code, but it should mitigate the problem.

5.2 Camera Control – Automatic Slewing Stops

Determine the cause of the disruption of the Leveraging Available Information to Support Improved Correlation (LAISIC) Wrapper connections.

5.3 Camera Control – Security Scans Disrupts Slewing

Modify LAISCI Wrapper to be resilient to port scans.

5.4 Camera Control – Erratic Automated Slewing

Modify BorderMagic code to ensure the joystick check does not produce false positives.

5.5 LAISIC – All Tracks Disappear and Reappear Once

Modify the LAISIC codes to maintain tracks over a restart.

5.6 LAISIC – All Tracks Disappear and Reappear Repeatedly

Oversee the request for CBP OIT to adjust firewall for XXX.167.XX.XX range to allow network time protocol (NTP) queries for CBP time from the tower.

5.7 LAISIC – Some Tracks Disappear and Reappear

Research long-term fix.

5.8 Tactical Team Interface (TTI) – Repeatedly Disconnects from Server

Research long-term fix.

5.9 Prior Installation of Software Fix

Prior to installation of any software fix at the Derringer Tower facility, a software code review with ISEA Organization, FAALC, and CBP OIT must be scheduled prior to on-site installation. The Contractor must install the software at the Derringer Tower.

The Contractor must train OIT personnel on a process to revert to the previous software version.

Contractor personnel must be present for 48 hours after software installation to document any new issues that may occur or to revert to the previous software version.

FAALC/CBP P a g e | 3 For Official Use Only (FOUO)

The government understands that testing prior to installation is limited since Derringer Tower is a unique facility without test resources. If Contractor requires multiple trips to Derringer Tower to resolve a software issue, it should be reflected in the proposal.

At the completion of a successful software remediation source and installation, files must be provided to Naval Air Warfare Center Aircraft Division (NAWCAD) for configuration control.

6.0 Maintenance Issue Reporting

Any software and/or hardware issues that are not defined in this Statement of Work (SOW) should be brought to the attention of the government through the COR and identified in ILSS. The government may modify the maintenance contract to correct new issues. The contractor must budget for 6 annual events requiring 10 hours for resolution. The FAALC will determine what issues will be pursued through this contract.

7.0 Software Transition

Contractor must transfer all software, source code, and executables to In-Service Engineering Authority (ISEA) Organization within 30 days after contract award. Transition may require travel to the ISEA Organization facility in Oklahoma City, OK.

8.0 Project Monthly Status Reports (MSR)

Contractor must provide a project monthly status report (MSR) that documents the activities of the previous month and identifies planned activities for the following month. The reports must be delivered to the COR and must include, at a minimum, the following information:

Overview of work completed, work in progress, and work planned for each task.

Hours expended by task, labor category, and personnel.

Status of individual deliverables.

Identification of risk areas with recommended remedial actions.

Status of all outstanding risks identified in previous MSRs.

Contract Line Items (CLINs) used during month.

Cost/hours funded or apportioned by CLIN.

Cost/hours used by CLIN.

Projected date when 75% of funds are expended.

Projected date when funds are exhausted.

Funds/hours remaining by CLIN.

Other direct costs estimated, used and remaining by month.

Summary of expenditures by resource and labor category for the monthly reporting period, as well as cumulative year-to-date totals for the performance period.

Any additional information pertinent to the Government in administering the performance of this effort or as requested by the COR.
