About this file
This is a Sole Source Authorization (SSA) request form submitted by the Idaho Department of Environmental Quality (DEQ) to the Idaho Division of Purchasing for the procurement of four Mirion EcoGamma-G Environmental Monitors from Mirion Technologies. The monitors are specialized radiation detection and environmental monitoring instruments intended to support emergency response capabilities related to potential radiological releases from the Idaho National Laboratory and to supplement the agency's existing environmental monitoring network. The requested term is one year with anticipated renewals. The total anticipated cost for the full desired term is $39,464.00, with a fiscal year 2026 budget allocation. The sole source authorization request was submitted on September 11, 2025, and approved by the Division of Purchasing on September 17, 2025. A public notice of intent to approve the sole source authorization was subsequently posted on September 22, 2025, with a five business day challenge period expiring September 25, 2025.
The DEQ justified the sole source procurement based on compatibility requirements with existing equipment already deployed in the agency's monitoring network, which has been operational for approximately five years. The requestor conducted research identifying alternative vendors, including Concept Controls (Canadian) and Gammadata (British), but determined these entities are not authorized to manufacture or distribute the product in the United States. Additionally, Canberra's 2016 merger with Mirion eliminated that as a separate vendor option. A letter from Mirion confirming their exclusive distribution status in the US was provided as supporting documentation. No set-asides were identified for this procurement. Interested vendors may challenge the sole source determination by submitting notice to purchasing@adm.idaho.gov within the specified timeframe.

Business Need * Describe the Agency's business need for the requested property
Primarily for emergency response capability, were there to be a radiological release on or around the Idaho National Laboratory. Secondary is part of our environmental monitoring. The network of EcoGammas provide real-time monitoring and data to our servers. With more proposed reactors at the INL, https://adminrules.idaho.gov/rules/current/38/380501.pdf
Description * Describe what makes the identified property unique. Why is it the only property that could meet your business need?
This is a basic model of what we need, we don't need a lot of extras as are found with other more expensive products on the market. I know that we are not supposed to look solely at the price, and just at what is the best value to fit the business need, and this product is the best value for the business need and most importantly will meet our compatibility needs. The network has been up for about 5 years and we want to keep the same equipment for compatibility.
Alternatives * Describe the research you conducted to identify other potential property/sources. What potential alternatives did you find and why will they not meet the Agency's business needs?
The compatibility issue is of huge importance. Doing a search, I did find that other companies distribute this product, however I was able to confirm that these other companies are not authorized to manufacture or distribute in the US. For example, Concept Controls is a Canadian company, Gammadata is a British company. Canberra merged with Mirion in 2016 so they are the same company, and not a separate entity to purchase from. Please see attached letter from Mirion to confirm that they do not see this product through authorized distributors and/or manufacturer's representatives within the US.
