About this file
This is a Sole Source Authorization notice from the Idaho Department of Administration, Division of Purchasing, on behalf of the Idaho Department of Environmental Quality (DEQ). The procurement is for Detective X, a specialized software or investigative tool, to be purchased from AMTEK, also known as Ortec. The Division of Purchasing has determined that only one vendor is qualified to provide this property or service. The notice was published in the Idaho Procurement and Routing Online (IPRO) system, and interested vendors have five business days after the closing date of the IPRO notice to file a challenge to this sole source procurement in accordance with Idaho Code section 67-9221 and 67-9232(4) by submitting notice to purchasing@adm.idaho.gov. No specific contract term, renewal options, site visits, or bidder meetings are detailed in this authorization notice.
No pricing terms, set-asides, incumbent information, funding sources, or budget amounts are specified in the sole source authorization document. The procurement is proceeding without competitive bidding based on the determination that AMTEK/Ortec is the sole qualified vendor capable of providing Detective X. The notice emphasizes the opportunity for interested vendors to challenge the sole source determination within the prescribed five-business-day timeframe through the established challenge process with the Idaho Department of Administration.

Description * Describe what makes the identified property unique. Why is it the only property that could meet your business need?
Part of our environmental surveillance work includes In-situ gamma spectroscopy readings on and around the Idaho National Laboratory.
Our previous detector, which is nitrogen cooled stopped working this year. It requires us to maintain a nitrogen supply and will be very expensive to repair. Our old Detective was used for the sampling this year and worked well, but it has been repaired a couple of times already and is older technology. We asked DOE if we could acquire a new one and they approved. It is also used for emergency response purposes. Our DOE counterparts use the same equipment, so it is much easier for our staff to remain proficient and be able to work across agencies with similar equipment, in the event of a radiological release.
Alternatives * Describe the research you conducted to identify other potential property/sources. What potential alternatives did you find and why will they not meet the Agency's business needs?
Other companies make similar equipment, but we specifically asked for the same equipment that we have, and that DOE uses for responses. A cheaper knock off would be unacceptable for this need.
