About this file
This is a Scope of Work (SOW) document for welding repair services on a U.S. Coast Guard 47-foot Motor Lifeboat (MLB) Asset 47266 located at Station Depoe Bay, Oregon. The contractor is responsible for repairing a 6-inch crack on the port aft stanchion at the mounting point through grinding down existing welds beyond the visible crack, building up new welds, and thoroughly cleaning the area to expose the full extent of the damage. Dye penetrant testing must be utilized to identify any hidden cracks. The period of performance runs from June 11, 2026 through July 11, 2026, with the Unit Point of Contact being MKC Anthony Cervera. The contractor must provide all general labor and welding equipment/supplies necessary to complete the repairs while complying with all applicable U.S. Coast Guard policies, manufacturer specifications, and regulatory requirements.
The contractor is required to conduct air test welds upon completion and demonstrate proper functionality to a U.S. Coast Guard representative. If additional discrepancies are discovered outside the defined scope of work, the contractor must immediately notify the Unit POC and submit a written Condition Found Report with cost estimates and schedule impact assessments; no unauthorized work will be reimbursed. Deliverables include an itemized invoice, service report, parts list with serial numbers, and warranty documentation. All materials must be OEM parts meeting manufacturer and U.S. Coast Guard standards, with proper disposal of hazardous materials and compliance with all federal, state, and local environmental and safety regulations required. The related federal contract opportunity is a Small Business Set-Aside Request for Quote (RFQ) with evaluation criteria based on technical capability, past performance, and fair and reasonable pricing.
