About this file
This is a Sole Source/Sole Brand Justification form submitted by FEMA Region VI for requisition TX00086Y2026T, dated June 3, 2026, for the procurement of Dell laptops and monitors.
FEMA has classified this as a sole brand justification rather than a sole source procurement, meaning multiple authorized resellers and distributors may compete to supply the specified Dell brand items. The justification for the Dell brand requirement is that these items are approved and listed on the FEMA Technology Reference Model (TRM), which is the mandatory vehicle FEMA uses to approve hardware for purchase. FEMA is restricted to procuring only hardware that appears on the TRM, making this a brand-name requirement rather than a limitation to a single vendor. No alternative items or brands were evaluated or tested because they are not included on the TRM. The form indicates that the "match or inter-member" section for interfacing with existing equipment was left blank, suggesting this criterion was not applicable to the justification.

Dell laptops and monitors
These items are on the FEMA TRM and which is the vehicle that FEMA uses to approve hardware for purchase. We can only purchase hardware that is approved and listed on the TRM. This is a brand-name requirement. The Government is not limiting competition to a single vendor. Multiple authorized resellers and distributors may provide the required brand-name items and competition
We are not allowed to purchase hardware not on the TRM.
No other items were tested because they are not on the TRM.

4. To “match or inter-member” is normally an acceptable justification for sole brand. If you determine this is a factor which should be considered, the quantity, manufacturer, brand, model, barcode ID number of the existing equipment and necessity for “interfacing” must be provided below.
