About this file
This delivery locations document identifies four Orange County Sheriff-Coroner Department facilities designated as delivery points for a Fresh Produce Invitation for Bid (IFB #060-2995502-MB2). The procurement encompasses 22 line items of fresh produce including vegetables such as broccoli, cabbage, carrots, lettuce, onions, peppers, potatoes, and squash varieties, as well as fruits including apples and oranges, with an additional line item for miscellaneous produce at market rates. All deliveries must occur at least twice weekly between 7:30 a.m. and 3:30 p.m., Monday through Friday, excluding County holidays, to the Central Men's Jail/Food Services in Santa Ana, Theo Lacy Facility/Food Services in Orange, James A. Musick Facility/Food Services in Irvine, and the Inmate Services Warehouse in Anaheim (designated as an alternate delivery location). Questions must be submitted through the County's eProcurement Portal by February 26, 2026, at 4:00 p.m., with bids due by March 12, 2026, at 4:00 p.m. The initial contract term is two calendar years effective May 6, 2026, with two optional one-year renewals available by mutual written agreement.
Pricing must be quoted on an FOB Destination basis with all freight, shipping, handling, and delivery charges included, and contractors must deliver produce in mechanically refrigerated trucks maintaining internal temperatures between 40°F and 45°F. The County will award the contract to the lowest responsive, responsible bidder, with pricing firm for the entire contract term and no price increases permitted during the first year; contractors must provide volume discounts when applicable, accept full-case returns without restocking fees, and replace rejected merchandise within 24 hours at no cost. A five percent preference deduction applies to certified Orange County Local Small Business or Disabled Veteran Business Enterprise bidders during evaluation, with a maximum allowable preference of $100,000. Required qualifications include current D-U-N-S numbers, Unique Entity Identifiers, valid California State Contractor's Licenses, Certificates of Insurance with additional insured endorsements, W-9 forms, and three client references. Performance and Labor and Material Payment Bonds are required, and contractors must submit invoices within two days of shipment referencing the contract number, with payment in arrears within 30 days of invoice approval.
