PERFORMANCE WORK STATEMENT (PWS)
FOR
Locksmith Repair Service
21 May 2024
1.0. DESCRIPTION OF SERVICES. The Contractor shall provide non-personnel services including management, tools, materials, equipment, freight and labor necessary to repair three (3) General Services Administration (GSA) approved containers that are currently inoperable. Contractor maybe required to drill the safe(s) and replace the current locks with new X-10 electronic locks to maintain their GSA certification for securing classified materials.
Container are located in the SPACE DELTA 4 (DEL 4) offices within the Restricted Area on Buckley Space Force Base (BSFB) Colorado. The Contractor shall be responsible for providing certified manufacturer authorized repair, replacement and preventive maintenance inspections (PMIs) for GSA approved security containers. The contractor shall comply with commercial standards and in accordance with all applicable federal, state, and local regulations.
1.1. Location of Performance: The place of performance will be at Building 430 on Buckley Space Force Base (BSFB) Colorado.
1.2. REQUIREMENTS. The Contractor shall be responsible for providing GSA Certified Safe and Vault Technicians authorized to repair, drill, replace and perform preventive maintenance inspections (PMIs) for GSA approved security containers during core operating hours, Monday through Friday 7:30 am to 4:30pm IAW the following requirements:
1.2.1. REQUIREMENT 1: The Contractor shall provide certified GSA approved security container technician(s) for performing repairs to opened security containers to FED STD-809B with X-series (X-07, X-08, X-09, X-10) factory authorized high security electronic locks and repairs to Mosler/Hamilton secure locking handles.
1.2.2. REQUIREMENT 2: In the case where repair work is not feasible, the Contractor will drill open locked GSA Containers in order for the government to access the contents.
1.2.3. REQUIREMENT 3: In the case where repair work is not feasible, the Contractor will replace defective locks and handles or other defective container equipment with GSA approved security container parts. The contractor will provide an estimated bill of material at the initial site survey inspection of the faulty security container and bill the actual cost against the Other Direct Cost / Material, upon government acceptance of the estimated cost for materials.
2.0. SERVICES SUMMARY.

(SS-3) Provide GSA Approved parts on all GSA approved security containers repaired.
Para 1.2.3. Must replace defective locks and handles or other defective container equipment with GSA approved security container parts and ensure functionality of 100% of all GSA approved containers at Building 430.
4.0. GENERAL INFORMATION.
4.1. SECURITY REQUIREMENTS.
4.1.1. The Contractor shall comply with all Buckley Space Force Base security requirements imposed by the Installation Commander at all times while on the premises. SPACE DELTA 4 will provide access, badges, and escorts to the Base and Facilities as necessary.
4.1.2. The Contractor shall possess and maintain a SECRET Facility clearance in order to perform necessary services.
4.1. 3. The Contractor shall comply with the provisions of the Department of Defense Manual 5220.22M and Industrial Security Manual, AFSSI 5102.
4.2. ACCESS TO GOVERNMENT FACILITIES. Contractors will have access to buildings from 7:30am to 4:30pm Monday through Friday. The Contractor shall be provided escort, if required, to access facilities where escorted access is mandatory by requesting entry authorization access and escort from a government POC, in advance, as required. Any afterhours work will be coordinated with the Contracting Officer, government POC, and customer.
4.3. SECURITY REQUIREMENTS. Contractor employees shall comply with BSFB security requirements imposed by the Installation Commander at all times while on BSFB premises. The Contractor shall obtain all necessary passes, decals, badges, or other items required for access to perform contract services on BSFB. The Contractor is responsible for accountability of all such media, which shall be surrendered to the 460th Security Forces Squadron (SFS) Pass and Registration Section upon completion or termination of the contract or upon termination of an individual’s employment for the Contractor. The Contractor shall comply with all BSFB policies regarding entry to the installation, rules of the road, contingency operations compliance, and photography prohibitions. Contractor employees are authorized entry to the installation for the purpose of work under this contract only and are not authorized in other facilities or areas without prior government authorization. Due to safety/security requirements, Contractor personnel shall be required to fluently speak, comprehend, read, and write English.
4.4. BASE ACCESS. The Contractor must be aware that entry requirements are subject to change due to installation and world situations. All employees may be subject to a background check through the FBI for base access. To gain unescorted access on to BSFB, the contractor will obtain a Defense Biometric Identification System (DBIDS) card.
The DBIDS paperwork must be submitted to the CO for SFS approval before the card can be issued to the contractor.
IAW BSFB IDP: 21.2. Contractor/Vendors requiring recurring access for over 90 days should obtain a DBIDS Card.
Contractor/Vendors requiring access less than 30 days will receive a temporary visitor pass. Contractor/Vendors will be required to have an authorized sponsor, DBIDS application or access roster on file at the VC and a favorable background check. The Government will assist the contractor to coordinate security matters with the SFS and other base agencies, as needed.
Current security access restrictions at Mississippi Gate require all large commercial or delivery/contract vehicles to enter through the designated LVIP. Vehicles subject to search are defined as any vehicle with three or more axles, any marked contractor vehicle, any contractor vehicle towing an enclosed trailer or enclosed truck bed. All contractor vehicles may be subject to search prior to gaining base entry. The Contractor should plan and allow for delays as a result of increased and ever- changing security procedures.
4.5. TRAVEL. There is no proposed travel.
4.6. WARRANTY. Any equipment installed must have a warranty period of 1-year minimum. The warranty will begin at product installation acceptance.
4.7. PRODUCT OWNERSHIP. All products produced by the Contractor in the performance of this PWS are the property of the government.
4.8. MINIMUM QUALIFICATIONS
4.8.1. The Government will provide the Contractor access to required areas to accomplish assigned tasks commensurate with security clearance.
4.8.2. The Contractor shall provide GSA Certified Safe and Vault Technicians and GSA Approved Container Inspectors certified to perform to perform repairs, replacement or PMIs.
