Request for Quote
Solicitation PIID# FA254323Q0015
1.0 GENERAL INFORMATION: This Request for Quote (RFQ) is issued utilizing the procedures authorized under FAR 13 and applicable supplements. By submission of a quote, the contractor accedes to all RFQ requirements. Contractors shall clearly identify any non-material exceptions to the notice terms and conditions and provide complete accompanying rationale. A quote that takes exception to any of the material terms and conditions will be considered unacceptable and will not be awarded. The resultant award purchase order will be issued by 460th Contracting Squadron, Buckley Space Force Base Colorado. This notice is not authorization to begin performance and in no way obligates the Government for any costs incurred by the contractor for this requirement. The Government reserves the right not to award a schedule task order as a result of this notice.

2.0 SUBMISSION INSTRUCTIONS: Non-conformance with the below instructions and quote content requirements may result in immediate removal from competition.
2.1 DUE DATE: The contractor shall submit its quote before the due date and time listed in
SAM.gov. Late quotes will be processed in accordance with FAR 52.212-1(f) Late Submissions, Modifications, Revisions, and Withdrawals of Offers.
2.2 QUOTE SUBMISSION PROCEDURES: This requirement is being solicited through the SAM.gov system, offerors must submit their quotes through the SAM.gov system and/or to the contracting POCs listed under the Solicitation PIID noted above.
2.3 MINIMUM ACCEPTANCE PERIOD: Quotations shall be available for Government acceptance for a period of no less than 120 calendar days.
2.4 FORMAT: Quotes shall be broken into the following two volumes with the page limits as specified below:
Volume 1: Price (Government format provided Attachment 03) Volume 2: Non-Price Factor

2.5 PAGE LIMITATION EXCLUSION: Pages or written material exceeding the number specified will not be read or considered in the evaluation by the Government.
2.6 QUOTE ORGANIZATION: The quotation in its entirety shall be organized to correspond with the evaluation criteria and submitted in an 8½-in X 11-in format, using 12-point Times New Roman type, and 1-inch margins.
3.0 EVALUATION FACTORS:
3.1 EVALUATION FACTOR 1 - PRICE: No price information shall be included within the technical volume. The pricing portion of the quotation shall be submitted using the Government-provided Pricing Template (Attachment 3).
All pricing submissions shall be provided in Microsoft Excel format rounded to two decimal places. Failure to provide pricing in the Excel format may result in immediate removal from competition. Contractor is required to complete the pricing template.
The contractor should ensure that the price volume is consistent with the technical submission in all respects. The information in the price submission will be shared with the technical evaluators.
Contractors are encouraged to provide price discounts.
3.2 EVALUATION FACTOR 2 - TECHNICAL APPROACH: The offeror shall provide a written technical approach that describes how they will accomplish all tasks and requirements within the PWS.
4.0 EVALUATION PROCESS/BASIS OF AWARD: The resultant purchase order is to be awarded in accordance with FAR 13 and other applicable regulations and statutes. This is not a FAR Part 15 negotiated competition; therefore, the procedures in FAR Part 15.3 (Source Selection) DO NOT apply to this solicitation. The acquisition evaluation will be conducted utilizing a Lowest Price Technically Acceptable approach, which seeks to select an offer with the best value to meet the Government’s need. Best value is defined as the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement, in accordance with FAR 2.101.
4.1 EVALUATION APPROACH: Lowest-Price Technically Acceptable (LPTA) The Government will organize the quotes based on the lowest price and will evaluate the technical approach of the lowest priced offeror first. If the lowest priced offeror is technically acceptable, that offer represents the best value for the Government and the evaluation process ceases at this point. Award shall be made to that offeror without further consideration to any other offers.

This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. 6.5 CLAUSES IN FULL TEXT: The following clauses are incorporated in full text:
FAR 52.217-8, Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor 30 days prior to expiration of the task order. (end of clause)
FAR 52.217-9, Option to Extend the Term of the Contract (Mar 2000) The Government may extend the term of this contract by written notice to the Contractor within 30 days;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. If the Government exercises this option, the extended contract shall be considered to include this option clause. The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years. (end of clause)
