About this file
This is a Statement of Need (SON) for an Aircraft Deicing Training Simulator to be delivered to Offutt Air Force Base (DoDAAC: FU4600) within 120 days after receipt of order. The Air Force is seeking one new Aircraft Deicing Training Simulator, specifically the Global Ground Support "Cab Stand Package" or equivalent system that meets or exceeds detailed specifications. The complete turn-key solution must include an authentic replica of a deicer truck operator cab with functional operator seat, steering wheel, pedals, and mounted PQ control joysticks; a high-performance computer system with pre-installed and configured software; a monitor or screen of at least 40 inches with speakers mounted on the cab stand for real-time trainer visibility; keyboard/mouse controls; and a VR headset for high-fidelity training. The software requirements include one software license (one-time purchase), a high-performance GPU update graphic unit, a library of pre-built deicing scenarios for various aircraft and weather conditions, emergency scenarios for operator training, customizable scenario creation capabilities for instructors, and performance monitoring with recording and playback functionality for after-action review and debriefing.
The contractor must provide on-site setup and training for system administrators for up to 8 hours and a limited one-year parts-only warranty. The contractor is responsible for complete delivery and installation at the specified location. The Government will furnish a suitable facility with adequate space and required electrical power. This is currently a pre-solicitation/sources sought announcement for market research purposes only by the 55th Contracting Squadron, with the designated NAICS Code 611430 (Professional and Management Development Training). No reimbursement will be provided for responses to this sources sought request, and a separate formal solicitation announcement will be issued at a later date requiring all interested parties to respond accordingly.

1.0 Requirement Title
Aircraft Deicing Training Simulator
2.0 Background
To maintain mission readiness and ensure the safety of personnel and equipment, it is imperative that aircraft deicing operations are conducted efficiently and safely. Realistic training is critical for developing and maintaining the proficiency of deicing operators. The acquisition of a high-fidelity deicing simulator will provide a safe, cost-effective, and controlled environment for year-round training, regardless of weather conditions. This will reduce reliance on live aircraft for training, minimizing operational disruptions and potential for damage.
