About this file
This is an addendum to a Request for Proposal (RFP) issued by the Connecticut Department of Energy and Environmental Protection (DEEP) for food and beverage concession services at Gillette Castle State Park. The addendum updates the procurement schedule with revised dates for key milestones. The original RFP was released on March 12, 2026, with a mandatory site visit initially scheduled for March 17, 2026. The addendum adds a second site visit on April 1, 2026, at 9:00 a.m. EST. The deadline for submitting written questions has been extended from March 30, 2026, to April 10, 2026, with answers now released on April 24, 2026. The proposal submission deadline has been significantly extended from April 10, 2026, to May 1, 2026, at 11:59 p.m. EST. Proposer selection, contract negotiations, and contract commencement are expected to occur in May 2026, with the timeline contingent upon the selection process and contract execution.
The concessionaire will be responsible for operating a food and beverage concession building at Gillette Castle State Park, serving approximately 100,000 annual day-use visitors with light fare including breakfast sandwiches, hot dogs, hamburgers, sandwiches, snacks, ice cream, and beverages. Minimum qualifications include two or more years of food and beverage concession experience and a valid Connecticut food service license. The compensation structure consists of an annual fixed rent of $5,000 plus a percentage of gross annual revenue, with the specific revenue percentage to be proposed by respondents. The selected vendor will enter into a three-year contract with optional extensions of up to three additional years in one-year increments. The concessionaire must maintain commercial general liability insurance of at least $1,000,000, automobile liability of at least $1,000,000, workers' compensation coverage, and fire liability coverage. All vendors are eligible to respond with no identified set-asides or restrictions.
