About this file

This is a Decision to Restrict Competition document for a single-source procurement justifying the award to Hexagon Manufacturing Intelligence, Inc. for a Small Coordinate Measuring Machine (CMM) replacement under RFQ FA813226Q0037.

The acquisition is being conducted using simplified procedures under 41 U.S.C. 1901 and FAR 12.102(a), which permits restriction of competition when only one responsible source is available. The justification centers on two primary factors: first, interoperability and cost avoidance, as Hexagon equipment comprises the existing dimensional measurement inventory at PMXG utilizing proprietary PC-DMIS software, and procuring a non-Hexagon CMM would result in an estimated $4.2 million cost to recreate existing inspection programs plus significant retraining expenses; second, the lack of authorized resellers, as Hexagon has confirmed no authorized dealers support the Oklahoma region and maintains a corporate policy prohibiting third-party reseller sales, requiring direct OEM procurement. The contracting officer, Jennifer L. Azbill of AFSC/PZIMC, has determined that Hexagon Manufacturing Intelligence, Inc. is the sole responsible source capable of meeting this requirement without incurring substantial duplicated costs.

Decision to Restrict Competition --- Only One Source is Available

Acquisition: RFQ FA813226Q0037, Small Coordinate Measuring Machine (CMM) Replacement

Statutory Authority: 41 U.S.C 1901, RFO 12.201-1 Simplified Procedures, RFO FAR 12.102(a) Restriction Competition

Hexagon Manufacturing Intelligence, Inc. is the sole responsible source capable of fulfilling this requirement for a Coordinate Measuring Machine (CMM) based on the following factors:

• Interoperability and Cost Avoidance: Hexagon equipment comprises PMXG’s dimensional measurement inventory, all utilizing proprietary PC-DMIS software.

Procuring a non-Hexagon CMM would break program compatibility and result in a substantial duplication of costs. Specifically, it would require an estimated $4.2 million to recreate existing inspection programs, alongside significant retraining expenses

• Lack of Authorized Resellers: The Original Equipment Manufacturer (OEM), Hexagon, confirmed there are no authorized dealers supporting the Oklahoma region. Additionally, Hexagon's corporate policy prohibits sales through third-party resellers, requiring direct procurement from the OEM.

Therefore, Hexagon Manufacturing Intelligence, Inc. is the only vendor that can meet this requirement without duplicated costs.
