About this file
This document is a Limited Source Justification (LSJ) for a Federal Supply Schedule (FSS) order above the Simplified Acquisition Threshold (SAT) for Decision Lens software and related services.
The Naval Facilities Engineering Systems Command (NAVFAC) is acquiring a web-based, analytics-driven decision support software to facilitate real-time, high-speed decision-making and scenario-based planning. The software will be used across NAVFAC headquarters and lower echelon commands to collect data, prioritize requirements, and provide decision support. The justification cites the software's unique capabilities, including compatibility with the DoD's Advana/Jupiter analytics platform, as well as its FedRAMP authorization. The total estimated value for the one-year base period and four one-year option periods is $. The procurement will be made through the DoD Enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA) with Carahsoft Technology Corp., the sole contract holder. A price analysis will be conducted to ensure the price is reasonable.

GSA - LIMITED SOURCE JUSTIFICATION FOR FSS ORDER (above SAT)
LSJ-24-025
Rev 07/22/2022 SOURCE SELECTION INFORMATION – SEE FAR 2.101 and
3.1041 1
1. IDENTIFICATION OF AGENCY AND CONTRACTING ACTIVITY:
This is a Limited Source Justification. The requiring activity is the Naval Facilities Engineering Systems Command (NAVFAC); the Contracting activity is Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) CON73 1100 23rd Ave. Port Hueneme, CA 93043-4301.
2. NATURE/DESCRIPTION OF CONTRACT ACTION:
This acquisition is conducted under the authority of the Multiple Award Schedule Program (Title 41 U.S.C. 152 (3) and Title 40 U.S.C. 501, Services for Executive Agencies). This is a limited source action to be awarded as a new Federal Supply Schedule order for supplies and/or services identified in paragraph 3 below. This will be a firm fixed price call order per the DoD Enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA)- Contract #: N66001-21-A-0031.
3. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES:
The proposed acquisition is for a web-based, analytics-driven, decision support software to facilitate real-time, high speed decision-making, and on-the-move scenario-based alternative scenario planning and programming capabilities. The primary unit, Business Development (BD) Headquarters (HQ) Requirements Strategy Division, has a mission to prepare NAVFAC to succeed in the future by converting Department of Defense (DoD), Navy and Commander's strategy to action through Program Objective Memorandum (POM) and budget allocation processes. The requirements include collection of data and prioritization based on strategic guidance, risk and other factors, and prepare and defend POM and budget submissions inputs to Office of the Chief of Naval Operations (OPNAV) resource sponsors.
The software will be used by all HQ Directorates and lower echelon commands to submit and track funding and manpower requirements. It will also be used by senior HQ leaders to assess and prioritize requirements against weighted criteria providing command staff with repeatable and defendable, data-driven resourcing recommendations and establishment of strategic and tactical decision space.
The intent is to acquire Decision Lens software from Carahsoft Technologies (the only contract holder under the DoD ESI BPA) for a period of performance of one (1) 12-month base period with four (4) 12-month options. The below table further details the requirement:

4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND/OR
DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS:
The statutory authority which permits restricting consideration of schedule contractors to fewer than that required in FAR 8.405-1 or 8.405-2 is 41 U.S.C. 251, as implemented by FAR 8.405- 6(c), an order or BPA with an estimated value exceeding the simplified acquisition threshold.
The Department of Defense (DoD) recently recognized the unique potential of Decision Lens for decision support and POM development by adding it to its applications on the Advana/Jupiter platform. Advana is the DoD's, and Jupiter is the Navy’s, enterprise-wide, multi-domain data, analytics, and artificial intelligence (AI) platform that provides military and civilian decision makers, analysts, and builders with unprecedented access to enterprise tools and capabilities – all in a scalable, reliable, and secure environment. Advana/Jupiter is a platform that offers market-leading tools to perform data exploration, analysis, model development, data visualization, and more.
Advana/Jupiter puts the power of data, analytics, and AI in the pocket of every analyst and decision-making authority at the DoD. Decision Lens is the only known software with these capabilities that is also compatible with the Advana/Jupiter platform. Use of other software would reduce mission capabilities and create software compatibility issues.
Decision Lens software is unique in that it consolidates numerous resource programming actions into a single comprehensive toolset. It combines a secure easily customizable online data collection and storage capability with a complex decision support framework that standardizes the development and scaling of decision criteria, allows both user defined and automated resourcing recommendations, displays, compares, and contrasts unlimited dynamic COAs that are adjustable real-time and on-the-fly, what if scenario development.
Additionally, Decision Lens is the only Federal Risk and Authorization Management Program (FedRAMP) authorized software provider of performance-based planning and resource optimization software in the market.
5. DETERMINATION OF THE BEST VALUE:
In accordance with DFARS 208.7402, departments and agencies shall fulfill requirements for commercial software and related services, such as software maintenance, through DoD ESI (see https://www.esi.mil/). DoD ESI promotes the use of enterprise software agreements with contracts that allow DoD to obtain favorable terms and pricing for commercial software and information technology support services. Additionally, prior to award, the Contracting Officer will conduct a price analysis in order to determine that the price is reasonable.
6. DESCRIPTION OF MARKET RESEARCH:
In accordance with DFARS PGI 208.7403, after requirements are determined, the requiring official shall review the information at the ESI website to determine if the required commercial

3.1043 1 software or related services are available from DoD inventory (e.g., Golden Disks and DoD-wide software maintenance agreements). The requirements owner has already reviewed the DoD ESI website and found that there is only one BPA for Decision Lens, N66001-21-A-0031 with Carahsoft Technology, Corp. The General Service Administration (GSA) Multiple Award Schedule (MAS) contract BPA provides a collection of software, hardware, software as a service (SaaS) and professional services that will bring needed capabilities to the DoD to protect our networks, computers and other devices from adversaries who want to steal data or disrupt the functioning of our networks and devices.
7. ANY OTHER SUPPORTING FACTS:
This procurement will leverage the DoD ESI BPA mentioned above in 6. Description of Market Research. As the BPA is awarded off of a GSA Schedule, the solicitation and resulting award will be facilitated in accordance with FAR Subpart 8.4.
8. ACTIONS TAKEN TO REMOVE BARRIERS TO COMPETITION:
All future requirements will be handled on a case by case basis.
9. CONTRACTING POINT OF CONTACT:
The point of contact at NAVFAC EXWC is Dyanne Vander Kamp, CON73, at dyanne.vanderkamp.civ@us.navy.mil.
