About this file

This is a Statement of Work (SOW) for a military construction project at the 136th Airlift Wing, Naval Air Station Joint Reserve Base, Fort Worth, Texas. The project (DDPM262610) involves replacing five end-of-life gas-fired boilers and installing new waterline isolation valves across four buildings. The contractor must remove existing boilers from Buildings 1670, 1671, 4160 (which contains two boilers to be replaced with one high-efficiency unit), and 4175, then install new boilers meeting ENERGY STAR or Federal Energy Management Program standards. The contractor must also install new main waterline isolation valves in Buildings 1671, 1672, 1676, and 4175, with pipe sizes ranging from 2½ inches to 4 inches. All work requires mechanical, plumbing, and electrical modifications including new wiring, conduit installation, piping adjustments, control system integration with existing Niagara systems, and comprehensive testing and commissioning.

The base period of performance is 60 calendar days from notice to proceed. The contractor is responsible for conducting a site survey to verify existing conditions, obtaining and maintaining base access for personnel and subcontractors (requiring 14 business days advance notice), and complying with all applicable federal, state, and local codes including UFC and UFGS standards, NFPA standards, the International Building Code, and OSHA regulations. Deliverables include proof of insurance, progress meeting minutes, a one-year letter of guarantee against defects in materials and workmanship, and complete as-built drawings and system manuals in electronic format. The government provides electrical power and water at designated connection points. The contractor must maintain a clean job site, dispose of all demolition debris off-base, and coordinate pre-final and final acceptance inspections with the Contracting Officer.
