text: Multiple task orders and separate DD Forms 254 may be issued under the basic contract(s). Specific security classification guidance and additional security requirements, e.g., training, performance location, and information system access requirements, etc., will be identified by the Contracting Officer's Representative (COR) or Government Point of Contact (POC) for contractor performance at Government locations and the contractor facility.

8a: Actual Performance Locations will vary based on task order requirements and proposals, but may include, but not limited to Aberdeeen Proving Ground, Joint Base Langley-Eustis, Joint Base San Antonio-Lackland, Wright-Patterson Air Force Base, Eglin Air Force Base, Naval Air Station Pax River, NSA Ft. Meade, and/or Naval Air Station Point Mugu.

10a: Classified COMSEC access shall be IAW 32 CFR Part 117 and AR 380-40. When access is required at Government facilities, contractor personnel will adhere to COMSEC rules and regulations as mandated by Command policy and procedures. Written concurrence of the Contracting Officer (KO) is required prior to subcontracting.

10e(1): SCI Access required. A separate DD Form 254 and SCI Addendum will be issued for task order requiring SCI access which will provide the specific security guidance/requirements. No public release of information authorized, public disclosure or confirmation of any subject related to the support contract is not authorized without first obtaining approval from the KO.

10e(2): Non-SCI Information is not releasable to contractor employees who have not received a clearance at the appropriate security level. Written concurrence of the KO is required prior to subcontracting. Access to Intelligence information required for performance.

10f: Access to Special Access Program (SAP) information may be required for a specific delivery/task order and a separate DD Form 254 and SAP addendum will be issued to provide the specific security guidance/requirements. Written concurrence of the KO is required prior to subcontracting.

10g: Personnel not assigned to a NATO staff position, but requiring access to NATO classified information, NATO COSMIC, NATO Secret or access to the NATO accredited SIPRNET terminals, must possess the equivalent FINAL or Interim U.S. Security Clearance based upon the appropriate personnel security investigation required. Personnel with access to NATO ATOMAL information must have the appropriate level FINAL U.S. Security Clearance. The Government program/project manager is the designated representative that will ensure the contractor security manager and concerned employees are NATO briefed prior to access being granted. The contractor will maintain strict compliance in regards to NATO information IAW NNISPOM 32 CFR 117.19(g). Prior approval from the KO is required for subcontracting. NATO briefing required for JWICS access.

10h: Foreign Government Information (FGI) is not releasable to contractor employees who have not received a FINAL clearance at the appropriate level. Written concurrence of the KO is required prior to subcontracting.

10j: Controlled Unclassified Information (CUI) Information generated and/or provided under this contract shall be safeguarded, marked, and destroyed as specified in DoDI 5200.48, "Controlled Unclassified Information (CUI)," available at https://www.esd.whs.mil/directives/issuances/dodi/. The contractor shall access only Controlled Unclassified Information (CUI) and "For Official Use Only" (FOUO) related to the subject matter of this contract.

10k: Access to the Non-classified Internet Protocol (IP) Router Network (NIPRNET), Secret Internet Protocol Router Network (SIPRNET), Joint Worldwide Intelligence Communications System (JWICS) and the National Security Agency Network (NSANET) may be authorized at Government locations and contractor facilities identified under separate delivery/task orders and DD Forms 254. A NATO awareness brief is required for contractors prior to accessing the SIPRNET. A NATO classified brief is required for contractors prior to accessing the JWICS. Contractor personnel must undergo a counter-intelligence scope polygraph examination prior to accessing the NSANET.

11c: The contractor requires access to classified source data up to and including Top Secret in support of the work effort. Any extracts or use of such data requires the contractor to apply derivative classifications and markings consistent with the source documents. Use of “Multiple Sources” on the “Derived From” line necessitates compliance with the NISPOM, 32 CFR 117.13(c), and the use of a bibliography.

11j(1): Contractor will adhere to applicable Air Force, Army and Navy OPSEC policies/plans while performing at Government locations.

11j(2): The contractor shall prepare, obtain approval for, execute and maintain an OPSEC plan IAW contract terms and CDRLs. The Contractor shall comply with OPSEC requirements in AR 530-1 and/or local User Agency policies and programs (unclassified technology). The Contracting Officer along with the DEVCOM DAC Security Office will be provided a copy of the approved OPSEC plan within thirty (30) days of contract award. Prime contractors may not impose OPSEC requirements on their sub-contractors unless the GCA approves the OPSEC requirements.

11l: Controlled Unclassified Information (CUI) generated and/or provided under this contract shall be safeguarded and marked as specified in DoDI 5200.48, “Controlled Unclassified Information (CUI)”. Additional CUI requirements may be identified by the COR and/or Government POC.

• Electronically transmitted CUI shall be sent via: 1) encrypted email, 2) password protected/encrypted document, 3) DoD Safe Access File Exchange at https://safe.apps.mil/, or 4) an accredited information system with proper security controls.

• The contractor may disseminate CUI to their employees and subcontractors that have a need-to know.

• Disposal/destruction shall be by means of shredding when no longer needed. If shredding capabilities are unavailable on contractor site – contractor may coordinate with government representative for shredding services.

• The contractor shall report any unauthorized disclosure of CUI to the KO/COR, CM, or ISS.

11m(1): Access to Government information systems may be authorized while performing at Government locations.

11m(2) The contractor shall not use foreign nationals on this contract unless approved by the Procuring Contracting Officer with DEVCOM Chemical Biological Center Security Office concurrence. Any foreign nationals must be approved prior to initiating work under this project or subcontract. The following information is required when requesting approval for foreign national support: full name, date of birth. place of birth, citizenship, registration number, port of entry, and description of position in which employee will be utilized, photo copy of the work visa, permanent resident card or green card, abbreviated Curriculum Vitae, and a sole source justification. These documents will be submitted to the DEVCOM Analysis Center Security Office for approval. Previously approved foreign nationals must be re-approved if the nature of their work under this contract differs from that performed under the prior year's contract.

11m(3) The contractor shall return all classified/sensitive material, to include program material to the Government at the completion of this contract.

11m(4) Contract personnel working on this contract are required to take the following training as defined in the Performance Work Statement not later than 30 days after contract award: AT Level 1 Training; iWatch Training; Army Training Certification Tracking System DoD Information Assurance Awareness Training before issuance of network access to Government Information Systems; Level I OPSEC Awareness training; Threat Awareness and Reporting Program (TARP) training; and derivative classification training concerning protection, handling, and proper marking of classified information.
