16. REMARKS

Block 4: The Government requires that RFP Attachment 2 – Small Business Participation Commitment Document Worksheet is utilized to submit post-award compliance.

Block 8: Government approval/disapproval and comments will be provided within 60 days of the report ending date (e.g., by 30 November for a report submitted for the fiscal year ending 30 September). IF the Government provides any comments, submit an update incorporating Government comments within 30 days after receipt of Government comments unless otherwise specified.

Blocks 10-13: A semi-annual report shall be submitted during contract performance for the periods ending 31 March and 30 September. Reports are due 30 days after the close of each reporting period, unless otherwise specified. A summary report is also required for each contract within 30 days of contract completion. Reports are required when due, regardless of whether there has been any activity since inception of the contract or the previous reporting period.

Block 14: The reports shall be submitted via email to the Contracting Officer, Contract Specialist, and COR identified in the contract, as well as the U.S. Army Combat Capabilities Development Command (DEVCOM), Army Research Laboratory, Office of Small Business Programs at: usarmy.rtp.devcom-arl.mbx.small-business@army.mil.

16. REMARKS

Block 4: In addition to paper copies, each report shall be delivered electronically in a media selected by the Government at time of delivery. Media types which can be accepted include FTP (File Transfer Protocol), CD-ROM, and DCD-ROM.

Blocks 10-13: The Contractor shall produce and deliver documentation online monthly, continuously throughout the Period of Performance starting 30 days after contract award.

Other Notes: Monthly performance and cost status reports throughout the Period of Performance. Routine monthly deliverable suspense can be set at the task order level kick-off meeting.

16. REMARKS

Block 4: Government Property (GP) Inventory Report. Enables the contractor to periodically provide to the DoD Service or Agency an inventory listing of GP (i.e., both Government Furnished Property (GFP) and Contractor Acquired Property (CAP)) in the contractor’s possession (to include subcontractors) by contract. This DID is applicable to all contracts where GP will be furnished by the Government (i.e., GFP) or acquired fabricated, or otherwise provided by a contractor (i.e., CAP) in performance of the contract. Format provided in the GP Inventory Report ensures all FAR 52.245-1(f)(1)(iii)(A)(1-10) requirements are met.

Note: This CDRL is required whenever FAR 52.245-1 is included in the solicitation/contract.

Block 13: Annually after the first submission or as needed due to changes that occur to the annual report.

Other Notes: The Contractor shall obtain Government approval prior to any proposed changes to its quality control program.

CONTENT:

Briefing materials will include a detailed description of the Joint Technical Coordinating Group for Munitions Effectiveness capabilities as a Post-Award White Paper Review to include, but not limited to:

- A title page identifying the Contractor’s name, CAGE code, primary Point of Contact, Unique Entity ID, and applicable distribution and classification markings.

- Activity or project performance metrics (cost, schedule, significant achievements) describe criteria to measure progress vs. state goals, e.g., interoperability against industry standard, opportunity for life cycle savings, etc.

- Technical innovations or significant technical achievements and the company’s future Joint Technical Coordinating Group for Munitions Effectiveness development plans.

- A description of the Contractor’s organizational structure and capacity (e.g., prime, sub-contractors, partnerships, and/or consultants) to support new projects within the next 12 – 24 months.

- Briefly describe anticipated risks and mitigation plan.

FORMAT:

Contractor’s presentation shall be no more than ten (10) pages to include title and other administrative or organizational pages. The Briefing shall be delivered in electronic format, either MS Office Word or Adobe Reader Portable Document File (.PDF) Time New Roman 12 font.

SECURITY:

The Contractor may submit deliverable at classification level of CUI.
