(1) NNPI is all information, classified or unclassified, concerning the design, arrangement, development, manufacture, testing, operation, administration, training, maintenance, and repair of the propulsion plants of nuclear-powered ships including the associated nuclear support facilities.

(2) Information relating to NNPI is of significant intelligence value to foreign powers; as such, uncontrolled dissemination of NNPI is not authorized. Special control and handling requirements are set forth in OPNAVINST N9210.3 (NOTAL). Further, disclosure of classified and unclassified NNPI to persons cleared under the Reciprocal Clearance Provisions of OPNAVINST 5510.36 and DOD 5220.22-M, "National Industrial Security Program Operational Manual" (NOTAL) is prohibited without the specific authorization of COMNAVSEASYSCOM (SEA 08).

(3) Distribution of NNPI will be limited to U.S. Government agencies or their contractors and only on a need-to-know basis.

Need-to-know will be judged based on the need of the agency or contractor for the information in order for them to perform work in support of the Naval Nuclear Propulsion Program.

Dissemination of NNPI to any person, agency or contractor not involved with Naval Nuclear Propulsion work is prohibited without COMNAVSEASYSCOM (SEA 08) approval. Prior to dissemination of any unclassified NNPI, the disseminating authority must ensure that appropriate requirements for protection and control of NNPI have been provided to the recipient, and confirm that the recipient understands and will comply with the requirements.

(4) Documentation containing NNPI generated under this program will have Distribution Statement F affixed to the cover and title page and be marked "NOFORN."

(5) NNPI will be marked per OPNAVINST N9210.3 (NOTAL) (see also CG-RN-l, Rev. 3 (NOTAL) and OPNAVINST 5510.36).

(6) Photographs which reveal NNPI will be classified per the information revealed. In general, CG-RN-l, Rev. 3 (NOTAL) provides detailed guidance for classifying NNPI. Photographs which reveal unclassified NNPI will be marked with Distribution Statement F and "NOFORN." Public release of any photograph which contains NNPI, classified or unclassified, is prohibited.

(7) No publicity releases or public displays of any kind are authorized for NNPI.

C. Mockups:

(1) Mockups of portions of the ship or sections of such mockups represent a compilation of significant details of design and construction. Therefore, mockups and sections of mockups must be maintained in enclosures that are secure from unauthorized entry and observation. Sections of a mockup that are constructed outside of the mockup enclosure will be secure from observation by aerial or satellite photography and personnel without proper security clearances. The same requirement applies when mockup sections are transported, as within a shipyard. Further, observation of a mockup within the mockup enclosure must be restricted to properly cleared and authorized personnel. When it is necessary to open access openings in the mockup enclosure for movement of materials, all sections of the mockup inside the enclosure must be covered or screened in a manner which precludes observation by any unauthorized personnel outside the enclosure. Mockups of portions of the ship or sections of such mockups are classified C-25X4.

D. Models:

(1) Models which reveal information classified by this or related guides in this instruction will be classified per the information revealed.

(2) Refer to OPNAVINST 55l3.5C, SCG ID# 05-56, "Propulsors, Submarine" for the classification of models which reveal propulsor information.

(3) Photographs of SEAWOLF Class Nuclear Powered Attack Submarines and installed equipment will be classified per the information revealed by the photograph. However, even when unclassified, submarine equipment should continue to be protected from public view by actions such as the good submarine practice of housing all masts and antennas when they are not being used.

(4) Photographs of submarine models will be classified per the information revealed. Photographs of models which have been specifically declassified, but have not been approved for public display by NAVSEA (SEA 00D), will be marked with Distribution Statement D and will not be publicly released without prior approval.

(7) Photographs of submarines under construction, conversion or repair; photographs showing installed equipment, construction details, damage, etc.; and photographs of constructions sites and related industrial facilities, even when unclassified, could be of intelligence value to hostile countries and thus require specific approval for other than official dissemination. Such photographs will be marked with Distribution Statement D.

(8) If intended for public dissemination, photographs will be submitted via channels for security review and release approval as provided for in SECNAVINST 5720.44A, "Public Affairs Policy and Regulations," of 3 Jun 87. NAVSEA shore activities and contractors will formally submit such photographs to COMNAVSEASYSCOM (SEA 00D).

(9) For guidance concerning photographs which reveal NNPI, see Section 10B (7).

(a) Artists' renditions of new design nuclear powered submarines will be classified per the information revealed.

Artists' renditions should be generic representations of the ship and not reveal classified design details. They should be submitted to COMNAVSEASYSCOM (SEA 00D) for review and not be publicly released without prior approval.

(b) Certain artists' renditions, brochures, and pictures (e.g., brochure of SEAWOLF Program and certain preliminary design artworks) authorized for public release are not intended to confirm any design detail but are to be used only as generic representations of a submarine class.

E. Disclosure Policy:

NAVSEAINST 5500.3A (NOTAL).

F. Additional Guidance:

(1) Unclassified technical documents that have not been assigned a distribution statement will be safeguarded until an appropriate distribution statement is assigned. NAVSEA shore activities will not release any program technical information to the public without prior approval of COMNAVSEASYSCOM (SEA 00D).

This requirement applies even if such information has been previously published by unofficial sources.

(2) Programmatic information. Information regarding status of submarine construction, overhaul or conversion, schedules, procedures, scope of work, priorities, plans for use, plans for support, etc., will be marked with Distribution Statement D and will not be publicly released without prior approval of NAVSEA (SEA 00D). Commanders of all naval shipyards will ensure that the personnel of forces afloat and personnel onboard ships assigned to their respective shipyards are advised of and comply with these requirements and other applicable NAVSEA instructions regarding release of shipyard information.

(3) All documentation generated under New Design Nuclear Attack Submarine programs commencing with SEAWOLF will have the following caveats and distribution statements affixed to the cover and title page unless otherwise noted here (see paragraph 10A for further guidance):

For unclassified, limited documents, destroy by any method that will prevent disclosure of contents or reconstruction of the document.

G. Exploratory Development Data: Exploratory and advanced developmental data resulting in a significant advancement of the “state-of-the-art” technology shall be marked according to the security classification guidance of this guide and may be declassified only upon determination by the Original Classification Authority.

H. Classified information (less NNPI) derivatively generated based upon this SCG shall be marked as follows:

Classified by: Derivative Classifier’s Name, Title, and Code Derived from: OPNAVINST 5513.5C, SCG ID# 05-90.03 Declassify on: 25X4

NOTE 1: New information derivatively classified by this SCG must contain a date or event not to exceed 25 years from the date of the document, data, equipment, or material.

NOTE 2: Information in this SCG over 25 years old is exempt from automatic declassification for a period not to exceed 50 years from the date of origin. When assigning the 25X4 exemption code the derivative classifier must include a date or event.

Immediately following the 25X4 marking indicate a declassification date or event up to 50 years from the date of the document, data, equipment, or material.
