DCR 999 Evaluation Criteria Summary

This evaluation criteria document pertains to the Massachusetts Department of Conservation and Resources (DCR) for the Otis Reservoir Hydraulic and Mechanical Gate Systems Maintenance Service contract. The contract is structured as a five-year service agreement focused on annual inspection and maintenance of the hydraulic and mechanical gate systems at Otis Reservoir Dam. The evaluation criteria establish the framework by which proposals will be assessed and ranked to determine contract award.

The document outlines the specific scoring methodology and weighted factors that will guide the evaluation committee's selection process. While the evaluation criteria file itself does not specify pricing terms, set-asides, incumbent information, or funding sources, these elements would typically be addressed in the associated solicitation documents. Bidders should review all related contract opportunity materials to understand complete submission requirements, evaluation weight distributions, and any applicable preferences or restrictions that may influence proposal development and scoring outcomes.

In making this determination, the Commonwealth will consider and score a number of factors to include:

· Prompt Pay Discounts (PPD)

· Pricing

· Availability

· References

· Experience and qualifications

· Examples of Work

· Small Business Purchasing Program

· Environmental Preferred Products and Practices

The order of these factors does not generally denote relative importance. The Commonwealth reserves the right to consider other relevant factors as it deems appropriate in order to obtain a “best value” provider of energy consulting, procurement and contract management services.
