About this file

This is an evaluation criteria document for a Massachusetts Department of Conservation and Resources (DCR) bid for animal feed, supplies, and equipment (DCR 989A, COMMBUYS Bid BD-26-1020-DCRCU-DC250-129636). The bid is a reposting of the original solicitation to meet Commonwealth needs. All potential bidders must be registered with the Massachusetts Department of Revenue and the Massachusetts Secretary of State's Corporations department to conduct business in the Commonwealth. Responsive proposals must meet all submission requirements outlined in the Request for Response (RFR) and be submitted exclusively through COMMBUYS to be considered for evaluation, scoring, and ranking by the evaluation team.

The evaluation process will assess bids based on mandatory specifications and additional evaluation components, with price carrying significant weight in the overall assessment. Key pricing components to be evaluated include base pricing, volume purchase discounts, prompt pay discounts, warranty terms, environmentally preferable products (EPP), and business references. Mandatory specifications must be met for a bid to advance to evaluation, and failure to comply with these requirements without providing an acceptable alternative may result in proposal disqualification. The evaluation team reserves discretionary authority to determine whether non-compliance with mandatory specifications is insignificant or easily correctable. Additional information may be requested via email during the evaluation process.
