About this file
This document is the Evaluation Criteria for the Massachusetts Department of Conservation and Recreation (DCR) Parking Equipment and Maintenance Services contract, identified by solicitation number BD-25-1020-DCRRG-DC363-114195. The document outlines the comprehensive assessment criteria for potential bidders seeking to provide parking payment systems, equipment, and maintenance services. The Strategic Sourcing Team (SST) will independently review bid submissions based on eight key evaluation areas: experience, parking payment system versatility, maintenance/repair capabilities, Continuity of Operations Plan (COOP), environmentally preferable products/practices, supplier diversity, capacity to fulfill requirements, and pricing.
The evaluation criteria emphasize a holistic assessment of bidders, focusing on factors such as years of service, key staff experience, business references, proposed equipment durability, technological advancements, maintenance schedules, emergency repair response times, disaster recovery procedures, and overall value proposition. Specific sub-criteria include vendor integration, financial reporting capabilities, coin collection procedures, warranty terms, service level agreements, and the competitiveness and transparency of pricing structures. The document suggests that bidders will be evaluated not just on cost, but on their comprehensive ability to meet the DCR's parking equipment and maintenance service needs effectively and efficiently.
