About this file
This document is a Q&A for prospective bidders on the Massachusetts Department of Conservation & Recreation's (DCR) snow and ice removal services contract (DCR-922). The contract is for providing snow and ice removal services, including equipment, tools, materials, fuel, and personnel, for DCR's Quincy Shore Drive and William J. Day Boulevard routes. For the William J. Day Boulevard route, the required equipment includes at least one 5-ton truck and one 1-ton truck with plows and sanders. For the Quincy Shore Drive route, the required equipment includes at least two 5-ton trucks and two 1-ton trucks with plows and sanders. The contractors will be compensated on a per-hour rate basis, and the awarded vendors must carry all applicable insurance, including workers' compensation and coverage for damage to their own and others' property.
The contract is a state and local opportunity, and the compensation will be based on a per-hour rate for each route. The DCR will plow the parking areas, and payloaders are not required. The 1-ton trucks should have a 1.5 yard sander/spreader, and the 5-ton trucks should have a 5 to 8 yard sander/spreader.

PROSPECTIVE BIDDER QUESTIONS & ANSWERS
Below, please find questions submitted by prospective bidders and DCR’s response to each question:
QUESTION ANSWER
What are the requirements for equipment?
Are 1-ton trucks with salter on the back acceptable for this bid?
Due to the size and number of lanes, 1-ton trucks alone are insufficient for the routes/locations included in the RFR.
Per the RFR for this procurement, equipment specifications are as follows for each route/location:
William J. Day Boulevard (South Boston):
• Equipment specifications: This route requires at least one (1) 5-ton truck and one (1) 1-ton truck with plows and sanders.
Quincy Shore Drive (Quincy):
• Equipment specifications: This route requires at least two (2) 5-ton trucks with plows and sanders and two (2) 1-ton trucks with plows and sanders.
Are payloaders required? 2 yards or 3 yards?
Payloaders are not required for the routes/locations included in the RFR.
How should the bid be formatted?
There is a Bidder Response Form that all prospective bidders must complete and submit with their Response in CommBuys.
Is this a price per hour format?
Yes. As outlined in the RFR document for this bid, compensation shall be based upon a per-hour rate for each route.
QUESTION ANSWER
What is needed for insurance?
As noted in the RFR document for this bid, awarded vendors are expected to carry all applicable insurance, including worker’s compensation. Awarded vendors are expected to carry sufficient insurance to cover damage to their property, whether owned or leased, as well as coverage for damage to others’ property, including to DCR property and fixtures.
Is there a specific size sander/spreader needed for both the 1-ton and 5-ton trucks?
1-ton trucks should have a 1.5 yard sander/spreader and 5-ton trucks should have a 5 to 8 yard sander/spreader.
Are the parking areas off of William J. Day Boulevard included?
No. DCR will plow parking areas.
