About this file
This is an amendment document (Amendment 3) related to the NHS Federal Aid Pavement Restoration NHPP Streets contract opportunity issued by the District of Columbia Department of Transportation. The procurement seeks preventive maintenance and pavement restoration services to rehabilitate and maintain roadway and roadside assets within the right-of-way on the District's portion of the National Highway System at various locations throughout Washington, DC. The scope encompasses preventive maintenance activities designed to extend the service life of NHS roadway segments and preserve existing infrastructure. The original solicitation was posted on April 24, 2026, with a submission deadline of May 26, 2026, providing approximately one month for proposal preparation and submission.
The procurement documents do not specify an award value or budget range, and interested contractors should consult the full solicitation materials for financial parameters and project funding details. No set-aside designations, disadvantaged business enterprise (DBE) requirements, or bidder eligibility restrictions were identified in the available information, though such requirements may be detailed in the complete solicitation materials. No incumbent vendors or current contractors were identified. The project is federally funded under the National Highway Performance (NHPP) program, and qualified contractors should possess expertise in roadway rehabilitation, preventive maintenance methodologies, and experience working on federally-funded highway projects. Prospective bidders are encouraged to review all available documentation and contact the District of Columbia procurement office for comprehensive details regarding technical specifications, evaluation methodology, and any additional program requirements.

2. Below are responses to questions submitted:
Q1: PiezoElectric Sensors are not manufactured in excess of 13’. Please remove items for the 16’, 17’ & 18’ sensors, or confirm multiple short sensors are acceptable for these applications.
Response: The following items should not be bid on, as they are considered null:
o Item # 613286 F&I Class I PiezoElectric Sensors, 16 Feet.
o Item # 613288 F&I Class I PiezoElectric Sensors, 17 Feet o Item # 613290 F&I Class I PiezoElectric Sensors, 18 Feet
Q2: Bid item 616039 Colored Surface Coating
Material requirement for this item is 2 component, epoxy -modified, acrylic, waterborne coating and the use of proprietary spray equipment (Rapid Sprayer II).
Manufacturer and DDOT application requirements are for 3 to 4 spray passes depending on traffic volume.
Manufacturer application requirements state each coating must be dry to touch before application of the next spray layer. Dry to touch time frame is anywhere from 1 to 4 hours depending on temperature and humidity. 100 % cure time can be 6 to 24 hours depending on temperature and humidity. Manufacturer instructions also state that coating must be allowed to be cured before introducing traffic.
Many bicycle lanes in the District have colored markings that go through intersections and have bike boxes that cross traffic lanes. The specified products dry to touch and cure time will make it impossible to apply colored coatings through or across traffic lanes.
Will the District be allowing any faster curing colored coating products for the intersections?
Response: At the CA’s discretion, a faster-curing colored coating product may be allowed at high-volume intersections, but all work must still comply with the contract’s requirements for material composition, coverage, application, and final performance.
