Q20: Plan Sheet 118, general note #5 states to install 4” PVC pipe under sidewalk connecting electrical manholes/light pole/signal to planting areas will be paid under line items 601002 and 601018. We could not find these bid items. Does the pipe need to be encased in concrete?

Q21: Plan sheet 147 along right hand side of page has the statement “Up to 50% of the traffic drums can be substituted with cones as channelizing devices as directed by Engineer.” Please confirm the contractor will be measured and paid under line item 612034 Traffic Drums for the Traffic Cones that are used.
Q21 Response: The substituted traffic drums will be measured and paid for under pay item no. 612034 Traffic Drums at no additional cost to the contract.
Q22: Plan sheet 145 MOT General Notes and Sequence of construction states in note 3 “no work shall be performed during weekday peak periods are defined as 5:30AM to 9:30AM and 3:30PM to 7:00PM.” Please confirm this is in reference to working in the travel lanes.
Q22 Response: Yes, no lane closures during weekday peak periods. However, since the project site is located at high pedestrian’s metro station area, no crosswalk closures shall be performed during rush hours unless it is a safety concern and approved by the Engineer. Contractor can continue working on the sidewalk areas with minimum of 4’ pedestrian walkway/pathway provided during the rush hours.
Q23: Plan sheet 145 MOT General Notes and Sequence under note 34 states “all cracks shall be cleaned of debris after milling and sealed with crack sealant.” Please provide the line item that this work will be measured and paid.
Q23 Response: As directed by the engineer upon field inspection/verification, Crack Sealing shall be applied in accordance to DDOT Specifications Section 807.02 for joint sealing. The crack sealing will be incidental to the item 410002 Pavement Profiling (Milling) pay item.
Q24: Plan Sheet 165 for MOT Phase 3H and plan sheet 146 MOT Sequence of Construction Note 7 under Phase 3 states to use “For flagging operation shown on sheet M21 Contractor shall utilize traffic control officers to direct traffic at intersection…” This language for flaggers is different wording than other phases. Is the contractor required to use Police officers to perform flagging operations for this phase?
Q24 Response: Contractor shall use traffic control officers (TCO) for flagging operation at all signalized intersections.
Q25: Plan Sheet 144 detail 2 shows the Art Installation Foundation. There is a note that states “Concrete is a temporary installation to be removed for art installation.” The detail shows a twin 20 ground mounted pole concrete foundation with a movable planter. Are we to install the pole foundation under a lighting line item, or does it get measured and paid under Art Installation Foundation (600011). What concrete are we demolishing for the art?
Q25 Response: The line item to be used is Art Installation Foundation (600011). The foundation includes anchor bolts which would typically receive the light pole. The anchor bolts will serve as the connection between the future artwork and the foundation. These anchor bolts should not be visible and therefore the contractor shall pour a layer of concrete on top of the foundation to encase the anchor bolts and therefor provide a concrete pad for the planter to sit on. Once the artwork is ready for installation, the concrete pad is demolished, and the anchor bolts are exposed for the art installation. Protect anchor bolts prior to pouring concrete. Unless the art installation is performed as part of this project, there is no demolition to be done.
