Phoenix Group will procure, assemble, install, and train personnel on the specialized cabinets, tool boards, and other equipment meeting Navy requirements. As the original equipment manufacturer, Phoenix Group is the only responsible source able to provide this proprietary system in time to support training needs for the ship's January 2022 arrival at the shipyard. The estimated $ value will be determined fair and reasonable. This notice allows interested parties 15 days to identify their capability to the Navy.

SPARE PARTS) pro for outfitting and supply support for the transfer of . This line includes DC gear/equipment.

Phoenix Group has been providing both the DCIMSS kit, as well as, installing DCIMSS on USN Carrier, Aircraft, Nuclear’s (CVN’s), Destroyers, Guided Missile (DDG’s), an Amphibious Command Ships (LCC) and Frigate, Guided Missile (FFG) ships for over 13 years, completing 22 installations.

Phoenix Group has worked closely with NAVSEA and the In- Service Engineering Agent (ISEA) in developing the Ship Alteration (SHIPALT) and in designing and testing the cabinets and the tool boards to meet Grade B, MIL-S-901, shock requirements.

DCIMSS is exclusive to Phoenix Group, they do not have distributors or authorized dealers for the lockers or the installation. Phoenix Group is the only vendor to ha installed DCIMSS for USN. The kit to be installed on is Phoenix Group part number SGDC-DCIMSS-FFG.

Phoenix Group is the Original Equipment Manufacturer (OEM) and exclusive provider of the DCIMSS Kit which consists of the cabinets, foundations, equipment brackets, tool board mounts, kit bags, smoke tents and curtains.

Phoenix Group is the ONLY company that has installed the DCIMSS. The DCIMSS installation is more than just installing cabinets and tool boards. It is a multifaceted installation of a damage control "system" that includes Grade "B" shock-rated cabinets and tool boards, specialized NAVSEA approved DCRS kit bags, inventory kitting and processing, database population, and crew training. The kit is purchased and assembled in total before installation begins, precluding any delays or unexpected surprises during the installation.

Phoenix Group worked directly with the manufacturer of the cabinets and the tool board mounts to modify and conduct the shock tests, including assisting with the test plan, witnessing the tests, and directing necessary modifications.

The cost and time involved in shock test qualification preclude the qualification of any additional companies in time to conduct testing, manufacture, and deliver the items.

Phoenix Group continues to work with the ISEA to keep the installation current.

Phoenix Group provides damage control expertise and works directly with NAVSEA in monitoring changes to the DC equipment for obsolescence, replacement, and allowance changes. This ensures that the ship receives the most current material, and that non-compliant material is identified.

y crew is expected to arrive beginning January 2022. As p ssroom irefighting training, DCRS material is required on-site to facilitate such training.

6. Description of Efforts Made to Solicit Offers from as Many

Offerors as Practicable

As stated above, the DCIMSS kit and installation is proprietary to Phoenix Group (OEM), and therefore FAR 6.302-1 applies to this requirement along with the stated authority in section 4.

(above), 10 U.S.C. 2304(c)(1) – Only one responsible source and no other supplies or services will satisfy agency requirements.

To ensure efforts are made to solicit offers from as many offerors as possible; this justification, in a redacted version, will be made publicly available in accordance with FAR 6.305(d) at beta.SAM.gov for a minimum of 30 days. This action will allow for any interested companies to review the requirement and description of effort, and possibly communicate to the Government, the company’s products and/or capabilities for this requirement and/or future DCIMSS material and installation requirements.

7. Determination of Fair and Reasonable Costs

The contracting officer will determine the cost to the government for the services covered by the J&A to be fair and reasonable prior to award. PMS 326 will assist by mapping proposed costs to expected labor efforts for this requirement.

8. Actions to Remove Barriers to Competition

This sole source action to Phoenix Group is a unique situation since they are the OEM and only manufacturer of the DCIMSS. Furthermore, there are no additional planned requirements for the Bahrain Navy and this OEM that are similar to this single source request.

There is a potential FFG ship transfer of two (2) Ex-FFGs within the next 1-2 years, which PMS 326 will incorporate DCIMSS into the FMS Case Damage Control budget. To remove future barriers to competition, a Request For Information (RFI) will be posted on the System for Award Management (SAM) well in advance; to publicize the Government’s requirement for DCIMSS and gather market research of interested parties that are capable of supplying this system and DC equipment.
