About this file

This document is an Addendum to Request for Proposal (RFP) DCF RFP 2122 059 issued by the Florida Department of Children and Families (DCF), Office of Domestic Violence, for the STOP: Domestic Violence Prosecution Training and Technical Assistance Project. The RFP seeks vendors to provide training and technical assistance on emerging issues related to the STOP grant purpose areas in order to enhance prosecution of Violence Against Women Act (VAWA) related crimes. The anticipated contract term is 18 months from January 1, 2023 to June 30, 2024, covering two state fiscal years. The RFP indicates that DCF will fund one project, with a maximum of $89,000 for the first year (January 1, 2023 to June 30, 2023) and $125,000 for the second year (July 1, 2023 to June 30, 2024).

The Addendum provides responses to written inquiries received from the Florida Prosecuting Attorneys Association regarding the contract term and funding structure. DCF clarifies that the 18-month contract will cover two state fiscal years, with the first year being January 1, 2023 to June 30, 2023 (not to exceed $89,000) and the second year being July 1, 2023 to June 30, 2024 (not to exceed $125,000). This information is intended to assist vendors in properly preparing their budgets and proposals for the number of trainings they can anticipate providing during the contract term.

In Section 1.2 it states that the anticipated term of the contract(s) is January 1, 2023 through June 30, 2024. This is for a period of eighteen (18) months. However, the RFP does not state whether this 18 month period is for one contract period or two—an issue compounded by the use of the term “contract(s).”

Florida State Fiscal Year (SFY) begins July 1st of a given year through June 30th of the next year. Therefore, a successful vendor would be offered a single 18-month contract that spans across two SFYs: Year One is 2022-2023 & Year Two is 2023- 2024. Since Year One has been anticipated to begin January 1, 2023 (or upon execution of the resulting contract, whichever is later), the individual term for Year One is only 6 months being January 1, 2023, to June 30, 2023. The remaining individual term for Year Two is a full 12 months being July 1, 2023, to June 30, 2024.

This issue is further complicated by the statement in Section

3.3.1 which states that the Department will fund one project for a total amount not to exceed “$89,000.00 for year one and $125,000.00 for year two.” This seems to suggest that the contract funding would be for two years—even though the contract is clearly only for an 18 month period as noted in Section 1.2. How specifically is “year one” and “year two” being calculated over the contract term of 18 months?

Year One: January 1, 2023, to June 30, 2023; and Year Two: July 1, 2023, to June 30, 2024.

3 3.3.1

We are trying to figure out how to apply the “year one” and “year two” awards, which would obviously affect how many trainings we could conduct during the award period, and so that we can properly prepare a budget based on the number of anticipated trainings.

Could you please clarify what the amount of the awards of the contract will be for the total term (18 months) of the contract? Or specify how, if any, the awards would be awarded over the course of the 18 month term of the contract? In order to provide a proposal that contains a projected budget of how many trainings we can anticipate to provide, we would need to the know the exact amount over the exact amount of time for the contract.

Year One: January 1, 2023, to June 30, 2023, not to exceed $89,000; and Year Two: July 1, 2023, to June 30, 2024, not to exceed $125,000.
