The key requirements include hosting the LMS, developing new course content, and supporting continuing education and credentialing for social service professionals throughout Florida. The response deadline is May 12, 2022 at 3:00 pm, with a public reply opening at 3:30 pm that same day. The contract term is not specified.

The addendum provides updates to the ITN, including changes to response deadlines, clarification on allowable costs, and details on the Department's rights regarding potential supplemental submissions from vendors prior to negotiations. The total funding currently allocated for these services is $337,000. The incumbent vendors are the Florida Certification Board for SAMH services and the University of South Florida for OCW services. The Office of Child Welfare anticipates around 3,000 Department staff users.

12 Appendix IX: C-1.1

Regarding your requirement for the LMS to be “accessible to the public at no charge”: Does this mean that the State will offer the LMS to both internal agencies (for employees) and external individuals (non-employees), allowing users to self-register? Or, will this be a situation where agencies will “sign up”, have their own subportal, and the LMS vendor will need to share content to those portals?

The technical specifications listed in Appendix IX, Exhibit C1 does not distinguish between Department employees and non-employees. The system must have the capacity for either type of user to self-register and access site contents at no charge to the user.

13 Appendix IX: C-1.1.2 What software/platform(s) is currently being utilized to facilitate Department webinars?

See Changes 8 and 9, for clarification of these references. Yes, administrative tasks are specified in Appendix IX, section C-2.

44 Appendix IX: C1-1.2

Do you anticipate that there will be more users than what is currently listed in the ITN C1-1.2?

If more unique annual users are anticipated, can DCF provide detail around who these social service professionals might be?

Yes, there is a possibility of more users in the future, including Department staff from the Offices of Economic Self Sufficiency and Adult Protective Services as well as public users including professionals from the fields of behavioral health, child welfare, law enforcement, first responders, health care, corrections, and the judicial system.

45 Appendix IX: C1-1.2 Please provide an estimate of the average monthly user count in the current LMS, and any available information about know peak usage months.

The Office Child Welfare anticipates between 5,000-7,000 users per month.

46 Appendix IX: C1-1.2

1.) Will DCF require user profiles and historical training data to be uploaded into the “new LMS”?

2.) c1-1.2 states “There are currently 23,000 unique users annually and over 45,000 user Accounts.”

· Are the 23,000 unique active users' employees only, or a combination of employees and the general public (in a DCF program)?

1) Yes, the LMS must be capable of migrating the current users and user-related data into the new system, as specified in Appendix IX, section C1-1.2.

2) The current unique users are a combination of Department staff and public users. The Department anticipates approximately 28,500 users.

47 Appendix IX: C1-1.2 Please provide estimated user counts for internal State employees vs.

ITN Section Question DCF Response

48 Appendix IX: C1-1.2 Approximately how many unique training courses or sessions are completed per unique user per year?

The Department is not able to report the number of completions per unique user, however, the current LMS for the Office of SAMH demonstrates a course completion rate of 73% of enrollments, which varies and has grown incrementally every year. All courses are self-paced and completion is at the discretion of the learner.

In FY 20-21, LMS received 33,689 course enrollments; of these, 14,250 were unique users for an average of 2.4 courses per user.

In the first six months of FY 21-22, the LMS received 20,347 course enrollments; of these, 8,517 were unique users which shows the same average of 2.4 courses per user.

49 Appendix IX: C1-1.2 Approximately how many total transcript records will need to be migrated for the approximately 45,000 user accounts.

The current LMS for the Office of SAMH reports approximately 65,000 user accounts. Among those users, approximately 117,000 courses have been taken in the past three years.

50 Appendix IX: C1-1.8 In reference to the requirement to identify users’ employers, is this referring only to State of FL or Department employees, or does this include external users?

This requirement includes internal and external LMS users

Appendix IX: C1-1.8

& C1-1.9

If this information is currently being collected and reported on LMS users, what (if any) PII-related security measures currently in place to mask this data or restrict its access to only authorized users?

Personally Identifiable Information (PII) data fields in the current LMS for the Office of SAMH is set up by the company holding the LMS account. The data itself is encrypted in transit and at rest in the LMS.

Access to customer profile data is restricted to administrators only at this time.

The Office Child Welfare currently has three levels of administrative rights for PeopleFirst LMS:

1) Administrators - access to everything, and the numbers are small.

2) Trainers - limited access but allows the trainers to complete certain necessary items for the records.

3) Users - only access to the content.

Regarding your extensive reporting requirements: Is the state open to exploring an option where data can be pushed to a visualization dashboard (i.e., one using Power BI or another business intelligence too), rather than issuing a recurring reporting suite?

Yes, the Department is interested in other options. The vendor's proposal must demonstrate that the proposed reporting option meets the reporting requirements specified in Appendix IX, as well as the additional benefits and capabilities of the proposed reporting option.

56 Appendix IX: E-1 Unable to find the Section 2.4.2 in the RFP document. Can you please share the details?

The reference in Appendix IX, Exhibit E-1 refers to section 2.4.2 of the Standard Contract, Appendix XIII.

57 Appendix XI

Please revise the attached Appendix of current courses & webinars to include the delivery method(s) for each course/webinar (i.e.: webinar, classroom instructor led training session, AICC formatted course, SCORM formatted course, xAPI formatted course, etc.).
