C.1 SCOPE
C.1.1 The District of Columbia Government (the “District”), Office of the Deputy Mayor for Planning and Economic Development (“DMPED”) has a requirement for a highly qualified Contractor to conduct a census of minority- and woman- owned small businesses (“Small Business Census”) in the District of Columbia.
C.1.2 This Small Business Census would fill a data gap and enable more robust future outreach to minority- and woman-owned small businesses as we seek to close opportunity gaps. Using data from the U.S. Census Bureau’s Annual Business Survey, we know that approximately 27% of businesses in the District of Columbia with fewer than 500 employees are minority-owned (for minority woman owned businesses, the figure is 6.6%, and for non-minority woman owned businesses, the figure is 18.7%). The District has a target to increase minority small business ownership over the next several years.

C.3 DEFINITIONS
These terms when used in this RFP have the following meanings:
Small Business: We use the U.S. Census Bureau’s Annual Business Survey definition of a small business: any business which has fewer than 500 employees. Because there is not a broadly agreed-upon definition of “small business,” we note the employer size when the definition used differs from the definition above.
Minority-Owned Business: We use the U.S. Census Bureau’s Annual Business Survey definition of a minority-owned business: A business where one or more individuals of a historically minoritized racial group have more than 50% of the stock or equity in the business.
Woman-Owned Business: We use the U.S. Census Bureau’s Annual Business Survey definition of a woman-owned business: A business where one or more individuals who identify as women have more than 50% of the stock or equity in the business.
Equity Impact Enterprise: A business enterprise that is a resident-owned business and a small business enterprise that can demonstrate that it is at least 51% owned by an individual who is, or a majority number of individuals who are economically disadvantaged individuals or individuals who have been subjected to racial or ethnic prejudice or cultural bias because of their identity as a member of a group without regard to their individual qualities.
C.4 BACKGROUND
According to the U.S. Census Bureau’s Annual Business Survey, the District of Columbia is home to more than 12,000 businesses with fewer than 500 employees. These businesses are supported by a robust network of city agencies, community organizations, and other technical assistance providers. Whether through the Department of Licensing and Consumer Protection’s Small Business Resource Center, the District’s thriving Main Streets program, the many grant and technical assistance opportunities provided by the Department of Small and Local Business Development, the Office of the Deputy Mayor for Planning and Economic Development, and more, small businesses have access to a variety of resources in the District. But small businesses still face significant challenges, including record inflation, ongoing workforce and revenue recovery from the COVID-19 pandemic, increasing costs of capital, and more. Though the District has created many opportunities for small businesses to start and thrive in the District, there is more work to be done to understand both the population of current small business owners in the District and their needs.
Several reports from District government agencies and external partners over the last few years have touched on small business recovery, including the 2023 – 2027 Comprehensive Economic Development Strategy (CEDS), Pathways to Inclusion Report, District of Columbia Disparity Study, and annual State of Business reports developed in partnership with the DC Chamber of Commerce. Together, these reports highlight District business successes in the face of

Though we can approximate the number of minority-owned small businesses in the District using data from the U.S. Census Bureau’s Annual Business Survey, we aim to augment these figures with a census of minority- and woman-owned businesses to enable us to better reach, hear from, and close opportunity gaps for these businesses. This Small Business Census also leaves room to expand upon the scope of previous surveys at the federal and local level that were taken during the initial pandemic period. By gaining a better understanding of the universe of minority- and woman-owned small businesses in the District, the census supports future small business outreach and support.
