About this file
This is a Change Order Notice issued by the Chief Procurement Office for General Services regarding a Department of Human Services (DHS) contract for 988 marketing and communications campaign services. The change order seeks to increase the FY27 renewal amount for the Division of Behavioral Health and Recovery's 988 marketing initiative under the original Purchase Order 22-444DHS-PROCU-P-35674 (Bid 27-444DHS-MENTH-B-53509). The contractor, DCC, will expand and diversify existing 988 awareness campaigns with a focus on communities at highest risk for self-harm and suicide, including youth athletes, and geographic areas with the lowest current awareness levels. The change order is being processed to ensure federal dollars from the SAMHSA 988 grant are utilized effectively before the end of the grant cycle.
The change order increases contract costs by more than $25,000 and therefore requires 14-day posting on the Bulletin/BidBuy in accordance with Section 33E-9 of the Criminal Code. The increase is justified as germane to the original contract, with DBHR determining that DCC's existing campaign infrastructure and immediate capacity to execute make it the most effective vehicle for deploying remaining federal funds rather than redirecting resources to 988 Lifeline Contact Centers, which confirmed their inability to effectively utilize the additional allocation at this stage of the grant cycle. The funds are directly connected to federal SAMHSA 988 grant resources and support the state's Community Emergency Services and Supports Act (CESSA) compliance efforts by strengthening the integrated 911, 988, and mobile crisis response system.

Awareness of 988 continues to be low around the state. This limits usage of the service as a behavioral health crisis response and a gateway to the rest of our crisis system. DBHR has spent significant time and funds building infrastructure to connect 911, 988, and mobile crisis response teams to ensure compliance with the Community Emergency Services and Supports Act (CESSA). Awareness and use of 988 is key to that infrastructure operating successfully. In particular, these funds will, in part, allow us to focus on communities most at risk for self harm and death by suicide, such as youth athletes, and communities with the lowest awareness levels.
Additionally, these funds are connected to our 988 grant from SAMHSA. The other considered use for these funds was passing them on to our 988 Lifeline Contact Centers. However, our staff talked to our 988 Centers and none of them would be able to effectively use this dollar amount at this late stage in the grant cycle. DCC has already put together and executed 988 campaigns and has the capacity to expand and diversity these campaigns immediately. Therefore, passing these funds on to DCC marketing ensures we use all Federal dollars available in the most effective manner possible.
