About this file

This is a Change Order Notice issued by the Chief Procurement Office for General Services for the State of Illinois Department of Human Services (DHS). The change order pertains to the DCC Marketing contract (BBREFNO.: 26-444DHS-MENTH-B-52897) and authorizes a contract increase to support two public communications campaigns for the Illinois Office to Prevent and End Homelessness (OPEH) and the Division of Mental Health's 988 campaign. The change order does not expand the scope of work; rather, it provides additional funding to continue existing campaign development efforts under the FY26 renewal period.

The contract increase totals $700,000. Per Section 33E-9 of the Criminal Code and the applicable Procurement Code provisions, this change order has been deemed necessary and germane to the original contract as signed, with circumstances that were not reasonably foreseeable at contract execution. As a modification exceeding the $25,000 threshold, the change order notice is posted on the Bulletin/BidBuy for the required 14-day public notice period.
